LAKE ELMO CITY COUNCIL MINUTES MARCH 4, 1996 2 <br />2. MINUTES: February20, 1996 <br />M/S/P Johnston/DeLapp - to approve the February 20, 1996 City Council minutes as amended. (Motion <br />passed 4-0). <br />3. CLAIMS I- <br />M/S/P DeLapp/Hunt - to approve the March 4, 1996 claims #4543 through #4579, as presented. (Motion <br />passed 4-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Public Inquiries: None <br />B. Southeast Regional Treatment Plant <br />The City received a memo, dated February 12, 1996, from the Metropolitan Council regarding Facility <br />Planning for Phase 1 and 2 of the Southeast Regional Wastewater Treatment Plant. Craig Christenson, <br />MCES Project Manager, explained a Community Site Selection Task Force has been created to provide <br />a review of technical issues regarding plant sites and conceptual interceptor corridors. The Task Force is <br />comprised of the following members: 5 representatives from Cottage Grove, one representative from <br />Woodbury, one representative from 3M, and one from Lake Elmo (to be determined). Mr. Christenson <br />handed out a Timetable for the Southeast Regional WWTP & Interceptor (MCES Project No. 9501). <br />Dick Thompson, Met. Co., explained the Met Co. is working on identifying three growth options through <br />the Metropolitan area, which are, a) current trends option, b) concentrated development option, and c) <br />growth centers. Only one option, current trends option, can provide urban services for Lake Elmo. <br />M/S/P Hunt/DeLapp - to direct the staff to formally request inclusion of a representative from the City of <br />Lake Elmo on the Site Selection Task Force, and the staff select a member from the staff to participate <br />on the committee; subject to the approval of the City Council at the March 19th Council meeting. (Motion <br />passed 4-0). <br />C. Barr Engineering: Review of Olson Lake Estates Pond Project <br />Randy Peterson, Barr Engineering, and Dave Parkin, President of the VBWD, provided a review of the <br />plans for the Olson Lake Estates Pond Outlet Project. Construction of the pipeline project is scheduled to <br />begin in Pebble Park, followed by work on Lake Jane Trail and also north of Pebble Park along Olson <br />Lake Trail. The work in Pebble is anticipated to last through the end of April. Construction activities will <br />then begin in late April or early May on Lake Jane Trail and Olson Lake Trail and last until approximately <br />July 1, 1996. Final restoration of the project area, including resurfacing of Lake Jane Trail, is scheduled <br />for completion by August 1, 1996. <br />Attorney Filla provided a draft agreement, based on discussions of February 20, 1996, for temporary use <br />and permanent easement between the City of Lake Elmo, Carl Bolander & Sons, Inc. (contractor) and the <br />Valley Branch Watershed District. The Council voiced its concern that the size of the pipe was larger than <br />needed and with additional flows from areas west of Ideal Avenue could worsen downstream pollution <br />and, also, indicated the contractor should be liable for charges if the water line is broken. <br />Kes Tautvydas, Chair of the Parks Commission, voiced his concern on the ecology and the restoration of <br />special plants and raspberries in Pebble Park and requested an Environmental Assessment Worksheet. <br />M/S/P Hunt/John - to enter Into an agreement between the City of Lake Elmo, Carl Bolander & Sons, Inc. <br />(contractor) and the Valley Branch Watershed District granting a temporary access to Pebble Park for <br />storage of construction materials and equipment; subject to the final approval of the Parks Supervisor for <br />the placement of materials (Storage Area 1 will be long term and Storage Area 2 as defined at meeting) <br />for a period not to exceed March 19, 1996. (Motion passed 4-0). <br />
