LAKE ELMO CITY COUNCIL MINUTES MARCH 4, 1996 <br />B. Letter received from Mike Polehna, St. Croix Valley Sports Commission <br />The City received a letter from Mike Polehna, St. Croix Valley Sports Commission, seeking funding for <br />the St. Croix Valley Sports Complex. They have set a goal for communities to contribute $25 per capita <br />over 10 years. In discussing their presentation with the City Council, it was noted that there are portions <br />of three school districts in the City of Lake Elmo. Through conversation with the City Planner, it was <br />determined that 77% of Lake Elmo residents reside in School District #834. As per their funding plan, <br />which is based on population, they are requesting the following contribution from the City: population <br />4,664 x $25 = $116,600 or $11,660 per year for 10 years. <br />M/S/P John/Hunt - to table the request for funding by the St. Croix Valley Sports Commission for the St. <br />Croix Valley Sports Facility until the next meeting. (Motion passed 4-0). <br />8. PLANNING, LAND USE AND ZONING: <br />A. PUBLIC HEARING: Lake Elmo Elementary School: Variance to setback of parking lot; approval of <br />plans for addition. The public hearing notice was published in the February 22, 1996 Stillwater Gazette <br />and property owners within 350' were notified. <br />Pete Smith, BWBR Architects, and Dan Parker, ISD #834, are requesting a variance to Section <br />301.130E. Parking: d. off-street parking spaces within 20' of any street right-of-way for an expansion of <br />the Lake Elmo Elementary School and parking lot improvements. The building plans have been changed <br />from a 7,301 sq.ft. addition to a 3,017 sq.ft. addition. The reductions to the expansion are deleting latch <br />key area, band room, and small storage area. <br />The Council received a letter from Tom Prow, TKDA, addressing the drainage features of the proposed <br />alterations at the Elementary School. The school cannot meet every requirement of the City's stormwater <br />ordinance, especially the requirement for permanent ponding. The reasons for this is that the site is <br />intensely developed already and ponding could be a hazard for the young school children. Prow believed <br />the architects have done everything that could be done on the site with the rate control catch basins and <br />sediment sump. He recommended approval of the drainage_.plan. <br />Mayor John opened up the public hearing at 10:18 in the City Council chambers. <br />There was no one to speak for or against the variance request. <br />Mayor John closed the public hearing at 10:20 p.m. <br />M/S/P DeLapp/Johnston - to grant the variance to setback of parking lot requested by the Lake Elmo <br />Elementary School based on the five findings stated in the March 4, 1996 staff report and the three <br />conditions of approval. (Motion passed.4-0). <br />M/S/P Hunt/DeLapp - to approve the site and plan for the addition to the Lake Elmo Elementary School, <br />as presented by BWBR Architects, based upon the conditions by the staff and incorporating letter from <br />Tom Prow, dated March 4, 1996. (Motion passed 4-0). <br />B. PUBLIC HEARING: Christ Lutheran Church: Variance to side yard setback; approval of plans for <br />addition. The public hearing notice was published in the February 22, 1996 Stillwater Gazette and the <br />property owners within 350' were notified. <br />The Council received a letter from Larry Bohrer, dated February 20, 1996, indicating the proposed <br />building improvements do not alter drainage or sewage treatment needs. Therefore, no drainage or <br />sewage treatment improvements are necessary at this time. <br />
