LAKE ELMO CITY COUNCIL MINUTES JUNE 18, 1996 7 <br />11. Access to the site is limited to the west entrance on Highway 5. Rehbein agrees to this for the vehicle <br />or the trucks coming from the W to E. (Bohrer:when the City first heard of this inquiry, the intent was the <br />material was to be used for the landfill project. The fill was going to be going E and the empty trucks <br />coming back would use the existing field entrance. Bohrer thought the need for that is gone now. He has <br />no objections to using that existing field entrance on the E.) <br />14. A future pathway shall be developed around the pond as part of the development of the Lake Elmo <br />Hamlet Estates. Rehbein agrees to a future trail. <br />16. The Washington County Soil and Water Conservation District shall review the wetland creation plan <br />and make periodic inspections of the site. <br />Rehbein Co. foresees that this pond will have wetland characteristics, however this is not a wetland <br />banking site. Rehbein requests this condition be deleted. (Bohrer:The Planner felt this water amenity <br />should be more of a wetland and it's clear to him that its intended to be used as more of a storage pond. <br />A wetland would have varied depths to get different types of vegetation and there would be some areas <br />of open water. Regardless if the Intent is to create a wetland or a water holding pond, either one would <br />need a controlled outlet. ). <br />M/S/P Johnston/Hunt - to continue this item until such time the applicant and City staff discuss conditions <br />and come to an agreement on conditions and for the staff, Rehbein Co. and related expertise to identify <br />wetland creation. (Motion passed 5-0). <br />E. Recommendation from Planning Commission on request of antennas <br />At the June 17 meeting, the Planning Commission discussed the request to place switching antennas on <br />the water towers. There was not a concern of the placement on existing structures. However, the <br />Commission is definitely against the proposal of placement of free standing towers in public parks. <br />F. Olson Lake Estates Outlet Project: <br />Larry Bohrer reported it was brought to his attention by Randy Peterson that there is a concern of trees <br />very close to the south edge of the road. Mr. Peterson would like to take down the three oaks that are <br />dead, but there is one living oak that has branches overhanging. The machine may break off the <br />branches and the sandy nature of the soil would undermine the tree which could fall over. They are <br />asking for permission to remove the trees which are on the right-of-way. Bohrer suggested talking to the <br />property owner of 8241 Lake Jane Trail whose property is adjacent to the tree. <br />M/S/P John/Hunt - to direct the person, Randy Peterson or the contractor, who is taking the trees down in <br />the r-o-w located by 8241 Lake Jane Trail contact the residents in the tree vicinity (adjacent and across <br />the street) and this tree be replaced by a hardwood tree, 2-21/2 N in diameter, in location to be <br />determined at later date. (Motion passed 5-0). <br />8. PARKS/MAINTENANCE/FIRE DEPARTMENT/MAINTENANCE ADVISORY: <br />A. Parks Commission Recommendation on Kleis Park Infield Installation and shrub removal around <br />playground oak trees <br />The Parks Commission walked through Kleis Park on June 4 and discussed installing an Ag-lime infield, <br />and clearing the brush around the oak trees by the playground equipment. The Commission discussed <br />the improvements, suggested at the walk-through, are going to be very noticeable and did not want the <br />improved infield to create a noise problem to the neighbors so it will be kept small. The Commission <br />recommended the Council accept their intent to improve the infield for 1st, 2nd and 3rd grade age kids <br />with erg -lime in Kliegs Park. The Commission also recommended the Council accept their intent to <br />remove one dead oak tree and remove all the brush under and around the oak trees by the playground <br />equipment in Kleis Park. <br />
