LAKE ELMO CITY COUNCIL MINUTES JUNE 18, 1996 <br />11. CITY COUNCIL REPORTS <br />Councilman DeLapp asked if the City has received applications and should act on filling the vacancy on <br />the Planning Commission. He also asked when variances were going to be discussed by the Planning <br />Commission. This change is in the new code and upon adoption of the recodification that will be the new <br />procedure. The City Administrator was directed to split up the recodification so the Council can check it <br />with the old code and set up meetings or procedure for review. <br />Councilman Hunt suggested a committee work on a computer plan for the City and identify where the <br />City is deficient. The City Planner is looking at how to download information from the County. The <br />Committee will come up with a computer plan so it can be a budgeted item. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Microphones for Council Chamber <br />Mike Bouthilet received a response from Dave Currence, Government Television Network Channel 16 to <br />the city's request for information regarding new equipment for the Council Chambers. If lapel <br />microphones are added for each of the council members, they will replace the table top microphones we <br />now have. The leveller microphone may provide some improvement in sound quality, but they are very <br />susceptible to damage. Cost estimates were included and there would be no problem adding this <br />equipment to our system. <br />M/S/P John/Conlin - to direct the staff to investigate other options further, such as wireless microphones <br />or microphones from the ceiling, before a decision is made and request comments on how effective they <br />are with microphones. (Motion passed 5-0). <br />B. Certification of Local Performance Measures <br />The Finance Director received information regarding certification of local performance measures for local <br />performance aid payable in 1997. In order to quality for the new aid, called Local Performance Aid, the <br />City must have a system of performance measures for services provided by the City and must regularly <br />compile and present these measures to the Council at lest one per year. If there is currently no system <br />of performance measures in place, the City may still qualify for this aid if it Is in the process of developing <br />and implementing a system of performance measures. All cities should be able to qualify to receive LPA <br />in the first year of the aid program. If Lake Elmo wishes to participate in the distribution of this aid for <br />calendar year 1997, the City must fill out the certification. <br />M/S/P DeLapp/Hunt - to request the Mayor and Vice Mayor Conlin sign the Certification of Local <br />Performance Measures for Local Performance Aid Payable in 1997. (Motion passed 5-0). <br />3M Property: <br />Jim Blackford, 9765 45th St. N., commented that certain avenues are still open for a maintenance site. <br />He has talked to 3M about their property, and they don't want to sell, but their goal is to keep their <br />property in open space. There may be some opportunities to work with them for a maintenance facility <br />and asked the Council to consider this option. Several Council members have talked to 3M <br />representatives who were very specific not being interested in selling their property.
