LAKE ELMO CITY COUNCIL MINUTES JULY 2, 1996 7 <br />9. UNFINISHED BUSINESS <br />A. SBA Agreement <br />The Council received the final agreement with SBA for the antenna on the City's water tower. The City <br />Attorney approved its form and content. The Planning Commission will hold a public hearing on July 8, <br />1996 to consider amending the code to include antennas as accessory uses on water towers. If this <br />amendment to the code should fail, the agreement is void. The Council asked the staff to check with the <br />Finance Director if the $10,000 annual fee from SBA to the City for use of the water tower. <br />M/S/P DeLapp/John - to approve the agreement with SBA for placement of an antenna on the Lake Elmo <br />water tower subject to code amendments and based on the favorable recommendation of the City <br />Attorney. (Motion passed 3-0). <br />B. Microphones for Council chamber <br />M/S/P Johnston/John - to table this item until the July 16 Council meeting in order for the Administrator to <br />talk to Mike Bouthilet who has been on vacation. (Motion passed 3-0). <br />C. VFW Ballfield (update) <br />Administrator Kueffner reported she received a letter from the Lake Elmo Jaycees who indicated they <br />were not interested and made no commitment to purchase the VFW ballfield. <br />10. CITY ATTORNEY'S REPORT:None <br />11. CITY COUNCIL REPORTS: <br />Councilman DeLapp asked what will it take to get someone appointed to the Planning Commission. <br />Administrator Kueffner advised this item will be on the next Council agenda as part of the process to <br />bring the Planning Commission to a full number of commissioners, the staff was asked to look into <br />attendance and education records of current commissioners. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Set dates for recodif!cation meetings <br />The Council set a recodification workshop for Wednesday, July 17, 6 p.m. at City hall. <br />C. Letter from Metropolitan Council <br />Administrator Kueffner received a call from the Met Council reminding her of a growth options information <br />gathering for elected officials in Minnetonka on July 10, 1996. The Council encourages the City to send <br />representatives to give their views on Metropolitan Regional Growth Issues. <br />B. Memo on Community Survey <br />The Council has discussed a City-wide survey to generate public opinion on many different subjects. <br />Administrator Kueffner provided the Council with a copy of "Community Assessment Technologies" for <br />guidance. An offer has been made to make a presentation on their survey method.
