LAKE ELMO CITY COUNCIL MINUTES JULY 2, 1996 6 <br />Johnson, TKDA, will come back with more specifics on walls, site, circulation and utilizing mature trees <br />from the Sunfish nursery. A meeting with the Citizen's Building Committee is scheduled for Tuesday, July <br />9, and a Joint CC/MAC meeting is scheduled for July 15,1996. <br />B. Parks Dept. Purchase Request for new mower <br />The Council received a memo dated July 2, 1996 from Bud Talcott, Secretary o the MAC indicated a <br />motion was made to recommend the Council approve the purchase of a Kabota Model #2560E with the <br />hand throttle option for a total price of $10,725.00 with no trade in. The Council commended MAC and <br />Mike Bouthilet on the thorough comparison study of the different units which would best meet the Parks <br />Department needs. <br />M/S/P Johnston/DeLapp - to accept the recommendation of the MAC to purchase Kabota Model #2560E <br />with the hand throttle option for a total price of $10,726.00 with no trade in. (Motion passed 3-0). <br />8. PLANNING, LAND USE & ZONING: <br />B. Request from MPCA for extended work hours at landfill site <br />The City received a letter dated June 24, 1996 from Nile Fellows„ Administrative assistance Closure Unit, <br />Minnesota Pollution Control Agency requesting extended hours of operation for the Landfill project. The <br />City Attorney indicated the letter did not meet the "special permit" requirements. <br />M/S/P Johnston/DeLapp - to direct the City Attorney to write a letter to Niles Fellows, MPCA, regarding <br />the absence of specific information (how many days have been lost, when was the completion date) for <br />granting the desired hours requested. (Motion passed 3-0). <br />C. Resolution supporting concurrent detachmentlannexation of 13 acres from Lake Elmo to Oakdale: <br />Applicant: Rosemary Armstrong <br />The City received a petition from Rosemary Armstrong requesting approval of a 13 acre detachment from <br />Lake Elmo and concurrent annexation to Oakdale. This 13 acre parcel was In Oakdale until 1990 when <br />the City of Lake Elmo and Oakdale both supported a resolution to attach this parcel to the rest of the <br />Armstrong property in Lake Elmo. There is no access to this property from Lake Elmo. The 66 foot <br />parcel abutting 15th Street, that provides access to its property, remained in Oakdale. Mrs. Armstrong <br />was assessed approximately $2500 for sewer for this property. <br />M/S/P Johnston/Del-app - to adopt Resolution No. 96-14, as amended, effecting the detachment of the <br />13 acres described in resolution from the City of Lake Elmo and its concurrent annexation to the City of <br />Oakdale. (Motion passed 3-0). <br />D. TIF Workshop <br />City Planner Terwedo would like to have a representative from Springsted talk about new TIF laws for the <br />Old Village. Sue Dunn asked to be notified of this meeting. <br />E. Letter from Met Co. on Comprehensive Plan Amendment for Open Space Development <br />Planner Terwedo provided a copy of a letter from Thomas McElveen, Met Council, indicating the staff has <br />reviewed the City comprehensive plan amendment and determined that the proposed plan for Open <br />Space Development is complete for Council review. The 60-day review period ends on August 16, 1996. <br />
