LAKE ELMO CITY COUNCIL MINUTES OCTOBER 1, 1996 2 <br />Mayor John called the council meeting to order at 7:00 p.m in the council chambers. PRESENT: <br />DeLapp, Hunt, John, Conlin, Johnston, Administrator Kueffner, City Attorney Fills, City Engineer Prew <br />and City Planner Terwedo <br />1. AGENDA <br />M/S/P Johnston/Hunt - to approve the October 1, 1996 City Council agenda as amended. (Motion <br />passed 5-0). <br />2. MINUTES: September 17, 1996 <br />M/S/P Hunt/DeLapp -to approve the September 17, 1996 City Council Minutes as amended. (Motion <br />passed 5-0). <br />3. CLAIMS <br />M/S/P DeLapp/Johnston - to approve the October 1, 1996 Claims #5154 through #5188 as presented <br />(Motion passed 5-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Public Inquiries - None <br />Mayor John reported he received a letter from the State of Minnesota, Governor Arnie Carlson which <br />refers to the American Smithsonian Traveling Exhibition and is requesting our assistance to release <br />police reserves to help maintain traffic management and control. <br />M/S/P HunUJohnston - to direct the staff to forward a note to the Washington County Sheriff supporting <br />efforts of Sheriff releasing reserve officers to volunteer for the Smithsonian activity. (Motion passed 5-0). <br />B. Recognition of Louise Friedrich as Washington County Senior Citizen of the Year (Postpone to <br />October 15th and invite Louise Friedrich to meeting) <br />5. CONSENT AGENDA: None <br />6. PLANNING LAND USE & ZONING: <br />A. Public Hearing: Variance to lot size and side yard setback for an addition to an existing home. <br />Applicant: Steve Continenza <br />The Public Hearing notice was published in the September 18, 1996 Stillwater Gazette and the affected <br />property owners were notified. <br />Steve Continenza, 3686 Layton Avenue, has requested approval to construct an attached garage to an <br />existing home along with an expansion to the rear of the home. Planner Terwedo reported, as indicated <br />on the site plan, the garage will be incorporated into the framework of the home and the existing garage <br />will be removed. The new attached garage will be 921 sq.ft. The existing home is approximately 1300 <br />sq.ft. and the new addition will be 870 sq.ft. A variance is needed to the minimum lot size requirement <br />and sideyard requirement (7 feet proposed, 10 feet required) for construction of an attached garage and <br />an addition to a home. The majority of the homes on the west side of Layton Avenue are ramblers which <br />were probably constructed in the 50's and 60's. An attached garage would not impact the character of <br />the neighborhood. Terwedo recommended approval with the condition that the existing garage be <br />removed and the driveway in the rear yard be removed. <br />Mayor John opened up the public hearing at 7:20 p.m. There was no one to speak for or against the <br />variance request. Mayor John closed the public hearing at 7:23 p.m. <br />
