LAKE ELMO CITY COUNCIL MINUTES DECEMBER 3, 1996 3 <br />6. CITY ENGINEER'S REPORT: <br />( A. Storm Water Facilities Agreement (Lake Elmo, Oakdale, Valley Branch Watershed) <br />M/S/P DeLapp/Johnston - to approve the November 26, 1996 City Council & Imation/3M Minutes as <br />amended. (Motion passed 4-0). <br />Attorney Filla reported that the agreement was discussed in more detail with Tom Prow, Don Ringrose, <br />and Don Jordan just before the Council meeting. Attorney Filla pointed out the changes in the Draft <br />agreement which will be made part of the minutes. <br />Attorney Filla indicated current regulations define Open Space in a manner that excludes wetlands. <br />Buildable land area excludes wetlands. The property owner wants to receive credit against the OP <br />requirement for development of these ponds on site. <br />M/S/P DeLapp/Johnston - to approve the proposed amended Storm Water Facilities Agreement between <br />Lake Elmo, Oakdale and Valley Branch Watershed District as presented at the Council meeting of <br />December 3, 1996 including amendments discussed at the Council meeting. (Attorney Filla will make <br />changes in the agreement and will submit a list specifying in detail the suggested changes to be included <br />in these minutes.) (Motion passed 4-0). <br />M/S/P DeLapp/Conlin - to direct the City Planner to schedule a public hearing before the Planning <br />Commission to consider amending the definition of buildable land area in a manner that would allow <br />property owners to receive credit for wetlands which are developed pursuant to plans approved by the <br />City Council. (Motion passed 4-0). <br />B. South Washington County Watershed District's Final Draft Review <br />Tom Prow provided a review, dated November 25, 1996, of the final draft of the South Washington <br />County Watershed Plan. The Council didn't want Lake Elmo properties to pay for the construction of the <br />pond at 1-94, but suggested the cost be spread across all of the watershed boundaries which would <br />reduce the cost to Lake Elmo. <br />M/S/P John/Johnston - to direct the staff to send a letter to South Washington County Watershed District <br />strongly objecting to Lake Elmo properties funding the construction of the pond at 1-94 and suggesting the <br />cost be spread across all of the watershed boundaries and copy this letter to the City of Oakdale. <br />(Motion passed 4-0). <br />C. Update of request for lights by Christ Lutheran Church <br />Tom Prow reported it is not a City concern to provide lights for the entrance to the church parking lot. He <br />talked to the member from the Church who will work directly with NSP on this request. <br />D. Update on Informational Meeting on proposed 30th Street MSA Reconstruction Project <br />Tom Prow reported there will be an informational meeting on December 10, 1996, 6:30 p.m., on the <br />proposed 30th Street Reconstruction project. All property owners along 30th Street have been notified of <br />the meeting. <br />E. Water Meter Replacement Project <br />Tom Prow reported the water meter replacement project will be underway in about two weeks. <br />7. PARKS/MAINTENANCE/FIRE: <br />3 <br />
