LAKE ELMO CITY COUNCIL MINUTES DECEMBER 3, 1996 5 <br />Mayor John shared the traffic concern and felt erecting traffic lights on Highway 36 would cause traffic <br />interruptions. The City needs a definite statement as to what the church is planning to do. <br />When asked if the applicants were amenable to postponing this Item until the December 17th meeting <br />when there would be a full Council and they could have time to review their options.(A partial rezoning <br />just for the church or providing 50% open space), they agreed. <br />M/S/P DeLapp/Conlin - to postpone the Comprehensive Plan Amendment for Lakewood Evangelical Free <br />Church until the December 17,1996 City Council meeting. (Motion passed 4-0). <br />M/S/P Conlin/Johnston - to postpone the request of Lakewood Evangelical Free Church for a rezoning. <br />(Motion passed 4-0). <br />C. Street Lights - Letter from Ed Stevens <br />Ed Stevens asked that this Item be deleted until he receives more information. The City Planner <br />suggested that the Council refer the City's lighting standards to the Planning Commission for study for a <br />possible recommendation for change, if warranted, for the Council's second meeting in February, 1997. <br />M/S/P Johsnton/Conlin - to direct the Planning Commission to review the City's lighting standards and <br />report back to the Council for its second meeting in February, 1997. (Motion passed 4-0). <br />D. Trail Permit from MN/DOT for Snowmobile Fences in MN/DOT Right-of-way. (Item moved to 4B) <br />E. Manning Avenue Corridor Study <br />Mayor John provided a copy of the letter he received from Donald Wisniewski, Director of Public Works, <br />County Engineer, regarding their 2015 Transportation Plan which identifies corridors that may require <br />study for possible additional roadway improvements; such as, the area between the intersection of Trunk <br />Highway 5/Manning Avenue and Trunk Highway 36/Manning Avenue. Washington County is beginning <br />the Manning Avenue corridor study and asked the City to select a person to represent the City at these <br />public meetings. <br />M/S/P DeLapp/Johnston - to designate Mayor John to be Lake Elmo's representative, with a PZ member <br />being his backup, to attend the meetings on the Manning Avenue Corridor Study. (Motion passed 4-0). <br />9. CITY ATTORNEY'S REPORT: <br />A. Agreement with American Flagpole (Knowlans) to terminate non -conforming use. <br />Attorney Filla drafted an Agreement to Terminate Non -Conforming Use for American Flag Pole. Mrs. <br />Knowlan has orally approved this agreement, but the City has not received a signed agreement as of this <br />date <br />M/S/P DeLapp/Conlin - to approve the Agreement to Terminate a Non -Conforming Use between the City <br />of Lake Elmo and Karen U., Knowlan (American Flag Pole) subject to receipt of a copy signed by the <br />property owner on or before December 17, 1996. (Motion passed 4-0). <br />B. Purchase Agreement for VFW Ballfield <br />The Council received a letter from the City Attorney, dated November 22,1996, reviewing the contract for <br />the VFW Ballfield and the appraisal done on the property. The Council had addressed the issue of the <br />assessed value of the property versus its appraised value and concluded that the difference could be <br />justified because of the improvements done to the site. Quotes for surveying the property will be <br />received by end of the month. Attorney Filla pointed out we need to find out where the fence is located. <br />5 <br />
