LAKE ELMO CITY COUNL MINUTES JANUARY 7, 1997 <br />2 <br />Mayor John called the Council meeting to order at 7:00 p.m. in the council chambers. <br />PRESENT: Hunt, Dunn, John, Conlin, DeLapp, City Attorney Fills, City Engineer Prew, City <br />Planner Terwedo and Administrator Kueffner. <br />OATH OF OFFICE ADMINISTERED: Mayor -elect Wyn John and Council members -elect <br />Rita Conlin and Susan Dunn were given the Oath of Office by City Administrator Kueffner. <br />1. AGENDA <br />M/S/P DeLapp/Conlin - to approve the January 7, 1997 City Council agenda as amended. <br />(Motion passed 5-0). <br />2. MINUTES: December 17, 1996 <br />M/S/P Hunt/ Conlin - to approve the December 17, 1996 City Council minutes as presented. <br />(Motion passed 4-0-1:Abstain:Dunn) <br />3. CLAIMS <br />M/S/P Conlin/Hunt - to approve the January 7, 1997 Claims #5481 through #5553 as presented <br />(Motion passed 5-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Public Inquiries: None <br />6. ANNUAL ORGANIZATIONAL MEETING: <br />A. Election of Acting Mayor <br />The Council must select an Acting Mayor to act on Mayor John's behalf if he is unable to attend a <br />meeting, sign a document, or attend functions on behalf of the City. <br />M/S/P Dunn/DeLapp - to appoint Council Member Lee Hunt as Acting Mayor for 1997. (Motion <br />passed 5-0). <br />B. Designation of Legal Newspaper <br />M/S/P Hunt/Dunn - to designate the Stillwater Gazette as the City's Legal Newspaper for 1997 <br />based upon there is no increase in rates, good circulation, publishes on a daily basis which is <br />convenient for publishing legal notices which provides a quicker response to applications. (Motion <br />passed 5-0). <br />C. Designation of Official Depositories <br />The City used the following depositories in 1996 for placement of City funds in a checking <br />account, certificates deposit for short-term investments and in bonds for long-term investments. <br />The Finance Director believes these depositories have provided good service to the City in 1996. <br />Lake Elmo Bank Royal Alliance Association Inc. (Franklin Fund) <br />Paine Webber Prudential Securities <br />Merrill Lynch Minnesota Municipal Money Market Fund (4M Fund) <br />Smith Barney <br />M/S/P Dunn/Hunt - to designate the Lake Elmo Bank, Royal Alliance Association Inc. (Franklin <br />Fund), Paine Webber, Prudential Securities, Merrill Lynch, Minnesota Municipal Money Market <br />Fund (4M Fund), and Smith Barney as the City's official depositories for 1997. (Motion passed 5- <br />0). <br />
