LAKE ELMO CITY COUNL MINUTES JANUARY 7, 1997 6 <br />WS/P Hunt/John - to authorize the City Engineer to prepare the water systems interconnection <br />study at a cost not to exceed $7,500.00 which will come out of the General Fund. (Motion <br />passed 3-2:DeLapp:There's 506 hookups in Cimarron and 250 Hookups in the Old Village so the <br />water users should pay --not the entire City, Dunn:Thought this was a recommended plan, not a <br />mandated plan. How can the City pay for a backup water system when Cimarron is a privately <br />owned park.). <br />S. PLANNING LAND USE AND ZONING: <br />A. Moratorium on Wireless Communication Towers <br />City Planner Terwedo reported the City has had numerous Inquiries about the placement of <br />towers to accommodate wireless communication facilities. Presently, the City Code prohibits <br />these types of towers. Under the Telecommunication Act of 1996, the City must reasonably <br />accommodate such facilities. Terwedo recommended that the City adopt an ordinance regulating <br />such Personal Communication Service towers. However, Terwedo suggested the City place a <br />moratorium on new towers which will give the City time to prepare the regulations. <br />M/S/P DeLapp/Conlin - to direct the Planning Commission to hold a public hearing on an <br />ordinance, as amended, placing a moratorium on Wireless Telecommunication Facilities and <br />direct staff to assist the Planning Commission on the development of an ordinance regulating <br />Wireless Telecommunication Facilities. (Motion passed 5-0). <br />B. End -of -Year Report <br />Planner Terwedo provided a Planning Department/Building Department 1996 End of the Year <br />Report. <br />C. Update on meeting at Washington County Surveyor's Office <br />Planner Terwedo attended an informational meeting to consider the possibility of implementing <br />the GIS pilot program within the City. <br />9. CITY ATTORNEY'S REPORT: EXECUTIVE SESSION <br />10. UNFINISHED_ BUSINESS: <br />A. Highway 5 Snowmobile Trails - DELETED <br />11. CITY COUNCIL REPORTS: <br />Mayor John reported on GTN support. <br />Council member Conlin expressed her concern on meetings with the Council and developers, <br />engineering firms and requested council reports, either verbal or written, on these meetings that <br />are not published. <br />Councilman DeLapp provided copies of an article on Urban Sprawl from the New York Times. <br />Council member Dunn will attend the League of Minnesota Cities Conference on January 31 and <br />February 1, 1997. <br />
