MINUTES APPROVED:April 1, 1997 <br />Lake Elmo City Council <br />Tuesday, March 18, 1997 <br />Meeting Minutes <br />L AGENDA <br />M/S/P DeLapp/Dunn - to approve the March 18, 1997 City Council agenda as amended. <br />(Motion Passed 4-0). <br />2. MINUTES: March 4, 1997 <br />M/S/P Dunn/Conlin - to approve the March 4, 1997 City Council minutes as amended. <br />(Motion Passed 4-0). <br />3. CLAIMS: None <br />4. PUBLIC INFORMATIONAL/INQUIItIES <br />G. Hildebrandt <br />Lake Elmo Alternative Boundary Committee <br />Ms. Hildebrandt presented a draft resolution (attached). She stated that she was representing <br />many concerned families in the Tri-Lakes area who are opposed to the proposed boundary <br />changes regarding the new District #834 Elementary School currently under construction near <br />the intersection of CRIS and CR12. She stated the committee has pursued several avenues in <br />order to keep their children based at Lake Elmo Elementary School. At this time, the committee <br />members are requesting the City Council's support via resolution, to stop the division of the <br />community. <br />Vice -Mayor Hunt quoted a letter from the School Board indicating their position on this <br />boundary matter. Hunt stated that in his opinion there was no need to re -draw the boundaries at <br />this time. <br />Councilor DeLapp said he felt the School Board did not review the Lake Elmo Comprehensive <br />Plan when defining the boundaries. <br />Councilor Conlin suggested Ms. Hildebrandt contact Representative Peg Larson and Senator <br />Laidig to ask what their views are regarding this issue. <br />City Administrator Kueffner stated that many parents have come forth regarding this issue. The <br />new school will open to only 1/4 its capacity and she feels the new school was designed to serve <br />the population of the 1,500 acres which was recently annexed. She stated that studies show a <br />school should be located south of Highway 36 and the new school's location appears to be <br />inconsistent with School District #834 stated policy which notes "community oriented schools." <br />Councilor Conlin stated she supports a resolution, which should be accompanied by a "strong" <br />letter to the School Board. <br />
