Approved 5/6/97 <br />City of Lake Elmo <br />Special City Council Meeting <br />Tuesday, April 29, 1997 <br />0 <br />Mayor John called the meeting to order at 4:35 p.m. in the council chambers of Lake Elmo City Hall, 3800 <br />Laverne Avenue North, Lake Elmo, Minnesota. Present: Councilors Hunt, Dunn, Conlin and DeLapp. <br />Also present: City Administrator Kueffner and City Planner/Assistant Administrator Pung-Terwedo. <br />L AGENDA <br />M/S/P Conlin/DeLapp - to accept the agenda. <br />(Motion Passed 4-0). <br />2. River Valley Catering, Inc., Riverside Deli & Pizza <br />Intoxicating Liquor License (Continued from 4/15/97) <br />John Place, applicant. <br />Councilor Conlin asked if all stipulations had been met regarding the liquor license application. <br />City Administrator Kueffner said yes, and but for the liquor license, Mr. Place could be "up and <br />operating." <br />Councilor DeLapp asked if there are any other items that need to be brought up to State Code, regarding <br />the premises. <br />Mr. Place said he had contacted the State Health Inspector and was aware of necessary alterations and <br />modifications. <br />Councilor Dunn arrived at 4:40 p.m. <br />City Administrator Kueffner said Mr. Place would need to go through the city building permit process for <br />alterations and the issue at hand was for a liquor license, not building permit. <br />M/S/P Hunt/DeLapp - to grant an intoxicating liquor license to John Place & River Valley Catering, <br />Inc. <br />(Motion Passed 5-0). <br />3. Discussion with Don Jordan (3M) and Dale Christenson (BRW) regarding <br />County Road 13 improvements. <br />Mr. Jordan reviewed the IMATION plan for County Road 13 and said the following issues were <br />paramount to the decision making process: <br />1. Safety <br />2. Vision <br />3. Traffic Speed <br />4. Aesthetics <br />5. Who will construct <br />6. Who will pay <br />
