6. CITY ENGINEER'S REPORT: <br />A. County Road 13 (Ideal) Preliminary Plans <br />Don Theisen, Washington County Public Works, Paul Danielson, BRW, Jack McNamara, lmation, and <br />Don Jordan, 3M Real Estate were in attendance to answer questions from the residents or Council. The <br />Council had attended a workshop to discuss the preliminary plans submitted for County Road 13. A draft <br />resolution was provided for approval of the preliminary plans for the Improvements of CSAH13 and TH5 <br />to approximately 1500 feet North. The Council reviewed the resolution and made the following changes <br />to incorporate their concerns: <br />M/S/P Hunt/Dunn - to amend Resolution No.97-12 Approving the Preliminary Plans for the Improvement <br />- - of CSAH 13 from TH5 to approximately 1500 feet North adding: WHEREAS the City of Lake Elmo will <br />not support any future road plans that would increase north bound traffic on Ideal Avenue, including the <br />proposed new construction (shown on plans dated 4-11-97) showing a double left turn lane out of the <br />Imation property to north bound Ideal. (Motion passed 5-0). <br />M/S/P John/Hunt - to amend Resolution No. 97-12 by adding a third condition: The Cities of Lake Elmo <br />and Oakdale, its Design Engineers (BRW), Washington County Public Works will make a joint <br />recommendation to MnDOT that the posted speed limit on this road section be 40 mph. (Motion passed 5- <br />0). <br />M/S/P Hunt/DeLapp - to amend Condition #2: (Add to last sentence) ....and a landscaping plan is <br />submitted prior to approval of final plan. (Motion passed 5-0). <br />M/S/P Hunt/Dunn - to adopt Resolution No. 97-12, as amended, Approving the Preliminary Plans for the <br />Improvement of CSAH 13 from TH5 to approximately 1500 feet North. (Motion passed 5-0). <br />B. Update on 30a' Street <br />Tom Prew reported he has submitted the 30'" Street plan to MnDOT and they have decided not to approve <br />the round -a -bout. Prow recommended proceeding with an application for a variance from State -Aid rules <br />for the round -a -bout. The Council authorized him to proceed with the variance request. The variance <br />hearing will be in mid -June. If the variance is denied, the Council will need to decide whether or not to <br />proceed with this project at this time. <br />Mayor John provided an article from USA Today, May 2, 1997, on traffic calming measures helping to <br />slow the fast flow of commuters and other drivers through residential streets and one of the suggestions is a <br />round -a -bout or traffic circle. <br />M/S/P Hunt/John - to adopt Resolution No. 97-13, A Resolution requesting a variance from Minnesota <br />Rule 8820.9936 for the design speed on the Round -a -bout at the intersection of 30"' Street and Lisbon <br />Avenue. (Motion passed 4-1:Dunn concerned about safety issues.). <br />C. Future Upgrade costs for 50" St. <br />Because the Fields of St. Croix subdivision will connect to 50"' Street, a method was needed to determine <br />how much to charge the developer for the future improvement of that street. The Council chose to assess <br />them an amount equivalent to the amount that would have been collected if the property were subdivided <br />under the RE zoning. Attorney Filla explained the in the Development Agreement there will be a <br />paragraph including the developer bad asked for some timing of when the payment would be made because <br />he would want to sell and develop a certain number of lots to generate some resources to pay the fees. <br />LAKE ELMO CITY COUNCIL MINUTES MAY 6, 1997 <br />
