Councilor Conlin felt it was hard to offer equipment or personnel because of the great distance to travel to <br />the site, but the Council could consider a possible monetary donation. Councilman Hunt suggested asking <br />the Maintenance, Fire, Parks Departments if they have any equipment to donate. Mayor John pointed out <br />there was a Charitable Donation line in the budget, and they could look at what money was available. <br />MIS/ Dunn/Hunt — to direct the City Administrator to look into the equipment that could be loaned from the <br />Fire, Maintenance, Parks Departments <br />M/S/P Conlin/John — to amend the motion to include to direct the staff to take a look at what is left in the <br />budget under Charitable Donations and report back to the Council. (Motion passed 3-2:Dunn: the City <br />should look into what equipment is available that would be helpful rather than a financial donation, <br />DeLapp:Does not support a monetary donation because the City only gets a designated amount of money.), <br />M/S/P Dunn/Hunt — to direct the City Administrator to look into the equipment that could be loaned from <br />the Fire, Maintenance, Parks Departments and look at what is left in the budget under Charitable Donations <br />and report back, (Motion passed 5-0). <br />D. Annexation Petition:Bob Engstrom <br />Administrator Kueffner submitted an annexation petition, which she received today, from Glen Houle, <br />4596 Stillwater Blvd., and Robert Engstrom for annexation of the Houle property (1.46 acres) to be <br />combined with the Fields of St. Croix in a manner according to the previously approved preliminary plat. <br />The Baytown Town Board passed a resolution at their meeting on May 5, 1997 approving the proposed <br />annexation. <br />Administrator Kueffner offered to prepare an ordinance similar to Ordinance g 100, An ordinance annexing <br />the Walter and Gladys Goetschel property, but would insertthe-particulars-relating to the Houle property <br />based on the Findings that the Final Plat has been prepared showing the annexation area. (Houle property) <br />and submit the ordinance later at the meeting. <br />M/S/P Dunn/DeLapp — to direct the City Administrator to prepare an ordinance for annexation of the Houle <br />property from Baytown Township to Lake Elmo and postpone discussion to Item 10E. (Motion passed 4- <br />1:Conlin:This item was added to the agenda at tonight's meeting and the City Council had no advance <br />notice or opportunity to study the proposal. Mistakes happen when you rush and she was uncomfortable on <br />acting on this) <br />Bob Engstrom asked for a grading permit for the Fields of St. Croix. Attorney Fills, responded that under <br />the City's Ordinance Excavating and Grading Permits require a public hearing and also the Final Plat of the <br />Fields of St. Croix has not had final Council approval, therefore, a grading permit cannot be issued. <br />E. Manning Corridor: <br />Administrator Kueffner explained that two Lake Elmo residents had notified her that they would be at the <br />meeting requesting a resolution adopted by the City for a "no buil(r" option for the Manning Corridor, but <br />no one was in attendance. <br />M/S/P Hunt/DeLapp — to add this item to the May 20, 1997 Council agenda to discuss the City's position <br />on the County Road 15 (Manning Corridor) Project.
