C. Request for Interview from Compass Development <br />The Mayor and City Administrator both received a letter from COMPASS requesting up to a 45 minute <br />interview regarding an organized campaign to promote the proposed St. Croix Valley Sports Complex. <br />Council member Dunn asked what percentage goes to the fundraiser and didn't feel it was appropriate for <br />the City to use their funds. Mayor John will be meeting with Mr. Robert Ballintine, Principal & Managing <br />Association of COMPASS. <br />D. Closeout status of VBWD Project <br />Councilor DeLapp asked about items not complete with regard to the VBWD Project. What is the status of <br />the installation of pipe through Olson Lakes Estates into Manhole 49 on Lake Jane Trail, the landscaping <br />in the park, silt fencing, and compensation for damage done by this project to private property. Residents <br />were asked to call City Hall or Steve DeLapp with specifics. <br />M/S/P DeLapp/Hunt - to direct Tom Prew to contact Randy Peterson, Barr Engineering, to check on the <br />status on the clean-up of the VBWD pipeline construction project and inform him of any additional <br />concerns. (Motion passed 5-0). <br />E. Ordinance adopting annexation:Bob Engstrom <br />M/S/P Hunt/DeLapp - to adopt Ordinance No. 9705, An Ordinance extending the corporate limits of the <br />City of Lake Elmo to include certain unincorporated territory abutting the City limits not exceeding sixty <br />(60) acres upon petition for annexation from all of the property owners thereof (Glen R. Houle and Colleen <br />E.F.Houle and Robert E. Engstrom) pursuant to Minnesota Statute 414.033 Subd. 2.(3). (Motion passed 4- <br />1:Conlin: For reasons stated prior,) <br />10. CITY COUNCIL REPORTS: <br />Mayor John reported the first edition of Lake Elmo Diary is now appearing on Cable Channel 16. He, <br />Council members Dunn and DeLapp attended the public informational meeting on Manning Avenue <br />Alternatives. <br />Councilor Conlin reported that she, Councilor Dunn and DeLapp, Mayor John attended the Stillwater <br />Chamber of Commerce Recognition Dinner. <br />Councilor DeLapp and Parks Commissioner, Judy Blackford, participated in the tree planting at Heights <br />Park. He and City Planner Terwedo will be attending a meeting on clustering at the Met. Co. on May 10. <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. Administrative Policy 97-2 Advertisement in City Newsletter <br />Administrator Kueffner prepared Administrative Policy 97-2 for Council consideration based on the <br />Council's desire to allow advertising in the City Newsletter to help offset its cost, but wanted to see a <br />policy setting forth guidelines <br />The Council suggested the following: ADD: 2.1 Commercial or Professional service, 2.6 Advertising to <br />promote action taken by the City of Lake Elmo <br />Advertisements should be prepaid. <br />CHANGE: Cost per month: 1/8 page: $70, $60, $50, $40 <br />M/S/P Hunt/John — to adopt Administrative Policy 97-2, as amended, Regulation of Advertisements in the <br />City Newsletter. (Motion passed 4-1:Dunn: Would like to go back to the basic one -page newsletter hitting <br />the high points.
