1. AGENDA M/S/P Dunn/DeLapp — to approve the June 17, 1997 City Council agenda as amended. (Motion passed 4- 0). 2. MINUTES: June 3, 1997 M/S/P DeLapp/Conlin — to approve the June 3, 1997 City Council Minutes as amended. (Motion passed 3- 0-1:Abstain:John). 3. CLAIMS: M/S/P DeLapp/Conlin — to approve the June 17, 1997 Claims #5978 through 46022 as presented. (Motion passed 4-0: Councilor Dunn pointed out she did not vote for Claim #5990 $2,000 Cities Helping Cities Flood Relief). 4. PUBLIC INFORMATIONALANOUIRIES: A. PROCLAIMING HUFF'N PUFF DAYS: Lake Elmo Jaycees B. Request for liquor license and waive fees for license and ballfield lights at Lions Park M/S/P DeLapp/Dunn — to approve an on -sale non -intoxicating malt liquor license to the Lake Elmo Jaycees for its annual Huff N Puff festival to be held August 14 through 17, 1997 and waive the fees for the liquor license and ballfield lights. (Motion passed 4-0). C. Pending approval of their General Membership meeting, Rand Wagner stated the Jaycees are donating $4,995 plus tax out of the HuffN Puff funds to Lake Elmo Parks for the purchase of an Infield Groomer for Ball Diamonds. D. Bill Luther will be holding a "Listening Session" on July 12, 9-10 a.m. in the City Hall Chambers. 5. CONSENT AGENDA: A. Resolution Adopting Village Committee At the June 3 a meeting, the Council directed the City Administrator to prepare a resolution establishing a Village Committee. Administrator Kueffner suggested coordinating this more with the Planning Commission and try to tie this into a subcommittee with the Planning Commission. Planner Terwedo stated the initial role of this group is to work on preparing an overall design plan --develop preservation of existing design character of expansion, and the PZ looks at the overall land use. Councilor Conlin would like to see the PZ pulled in at some capacity where Mayor John wanted to see the Lake Elmo Business Association involved. M/S/F Dunn/DeLapp - to adopt Resolution No. 97-34 establishing "The Village Committee". (Motion failed 2-2:Conlin: Not against this committee, but the function nor the study area has been established. This is a complete diversion from what the MN Design Team suggested. The PZ was just first aware of this committee at their last meeting, look at this as a task force study of an area as defined similar to the I-94 Committee. There is a UPC already in our code book, but is not in operation at this time and could be activated; John: This did start with a visit from the MN Design Team looking at the area as defined as the Old Village and the I-94 Corridor, Recognize the urgency in trying to establish a group to get them to start work, but has the same reservations that Councilor Conlin voiced in relation to the responsibility of the PZ.) M/S/P Dunn/John — to review the options talked about by the City Planner to draft an outline of goals as she did for the I-94 Committee and the Administrator's suggestion of tying goals from the Heritage Preservation Committee to serve as a sub -committee with the Planning Commission.
