1. AGENDA <br />M/S/P Dunn/DeLapp — to approve the June 17, 1997 City Council agenda as amended. (Motion passed 4- <br />0). <br />2. MINUTES: June 3, 1997 <br />M/S/P DeLapp/Conlin — to approve the June 3, 1997 City Council Minutes as amended. (Motion passed 3- <br />0-1:Abstain:John). <br />3. CLAIMS: <br />M/S/P DeLapp/Conlin — to approve the June 17, 1997 Claims #5978 through 46022 as presented. (Motion <br />passed 4-0: Councilor Dunn pointed out she did not vote for Claim #5990 $2,000 Cities Helping Cities <br />Flood Relief). <br />4. PUBLIC INFORMATIONALANOUIRIES: <br />A. PROCLAIMING HUFF'N PUFF DAYS: Lake Elmo Jaycees <br />B. Request for liquor license and waive fees for license and ballfield lights at Lions Park <br />M/S/P DeLapp/Dunn — to approve an on -sale non -intoxicating malt liquor license to the Lake Elmo Jaycees <br />for its annual Huff N Puff festival to be held August 14 through 17, 1997 and waive the fees for the liquor <br />license and ballfield lights. (Motion passed 4-0). <br />C. Pending approval of their General Membership meeting, Rand Wagner stated the Jaycees are <br />donating $4,995 plus tax out of the HuffN Puff funds to Lake Elmo Parks for the purchase of an <br />Infield Groomer for Ball Diamonds. <br />D. Bill Luther will be holding a "Listening Session" on July 12, 9-10 a.m. in the City Hall Chambers. <br />5. CONSENT AGENDA: <br />A. Resolution Adopting Village Committee <br />At the June 3 a meeting, the Council directed the City Administrator to prepare a resolution establishing a <br />Village Committee. Administrator Kueffner suggested coordinating this more with the Planning <br />Commission and try to tie this into a subcommittee with the Planning Commission. Planner Terwedo stated <br />the initial role of this group is to work on preparing an overall design plan --develop preservation of <br />existing design character of expansion, and the PZ looks at the overall land use. Councilor Conlin would <br />like to see the PZ pulled in at some capacity where Mayor John wanted to see the Lake Elmo Business <br />Association involved. <br />M/S/F Dunn/DeLapp - to adopt Resolution No. 97-34 establishing "The Village Committee". (Motion <br />failed 2-2:Conlin: Not against this committee, but the function nor the study area has been established. <br />This is a complete diversion from what the MN Design Team suggested. The PZ was just first aware of this <br />committee at their last meeting, look at this as a task force study of an area as defined similar to the I-94 <br />Committee. There is a UPC already in our code book, but is not in operation at this time and could be <br />activated; John: This did start with a visit from the MN Design Team looking at the area as defined as the <br />Old Village and the I-94 Corridor, Recognize the urgency in trying to establish a group to get them to start <br />work, but has the same reservations that Councilor Conlin voiced in relation to the responsibility of the <br />PZ.) <br />M/S/P Dunn/John — to review the options talked about by the City Planner to draft an outline of goals as <br />she did for the I-94 Committee and the Administrator's suggestion of tying goals from the Heritage <br />Preservation Committee to serve as a sub -committee with the Planning Commission.
