6. CITY ENGINEER'S REPORT: <br />A. 1997 Street Maintenance: Striping & Cmckfrlling <br />City Engineer Tom Prow reported in his memo dated June 12, 1997 that he and Dan Olinger have reviewed <br />the maintenance needs for 1997. The City needs to crack seal many of the newly overlaid streets. <br />Therefore, funds will need to be transferred from both the seal coat and the patch and overlay accounts. <br />Prew is planning an assessed overlay project in 1998 and street striping will also be done this year. <br />Councilor DeLapp brought up the problem with gravel used for crackfilling because gravel makes it <br />difficult to roller blade and asked if sand could be used. Tom Prow said he could look into bidding sand <br />versus buckshot. <br />M/S/P Dunn/Conlin — to authorize the City Engineer to advertise for bids on the 1997 Street Maintenance: <br />striping and cracldilling and to authorize the Treasurer to transfer equal funds for crack sealing from the <br />seal coating account and the patch and overlay account. (Motion passed 4-0). <br />B. Status of County Road 17 Overlay Project <br />The overlay project being done by Washington County was discussed. Although the City was informed of <br />the project last year, the City asked the County to wait until this year to do it. Councilor DeLapp felt the <br />City lost their chance for a trail for pedestrians and bicycles since the overlay is near completion. Tom <br />Prew will check into striping on the lakeside. Prew also reported he ran models and it doesn't seem a <br />feasible solution for interconnecting water pipes between Cimarron and the Lake Elmo Village. Councilor <br />Dunn stated some of the businesses have problems with drainage. Prew responded that this project wasn't <br />to change grade. <br />M/S/P John/DeLapp — to direct the City Engineer to contact the Washington County Public Works on <br />improving pedestrian access on Lake Elmo side of the road by reviewing the striping and make it more user <br />friendly. (Motion passed 4-0). <br />C. Water Capacity <br />Administrator Kueffner reported there was an electrical problem at the well causing the water level in the <br />tank to drop very low over the weekend. The lack of an effective alarm system allowed the problem to go <br />unnoticed. Administrator Kuefiner explained in the past the Council recommended not pay $2,000 for an <br />alarm for the water tower. Dan Olinger will have a recommendation for the July I' meeting. Tom Prew <br />reported that in accordance with our Drinking Water Plan we need to impose odd -even sprinkling <br />restrictions. This will also be discussed on the July 1" meeting. <br />D. Olson Lake Estates —Problem with VBWD Project <br />Tom Prew reported the VBWD is going to court with the contractor on other costs . VBWD has been <br />notified by Tom Prew that this project is still incomplete with restoration work still necessary in Pebble <br />Park and along Lake Jane Trail. Prew will meet with their Project Engineer to review our concerns. <br />E. Fields of St. Croix <br />Administrator Kueffner provided a memo from the Metropolitan Council regarding the "Fields of St.Croix" <br />State Disposal System (SDS) Permit No. MN 0063703. It is her understanding from the letter that we must <br />amend our comprehensive plan to include the suggested measure to regulate private wastewater treatment <br />plants within our boundaries and suggested the staff prepare a comprehensive plan amendment so that the <br />responsibility for ensuring that the facility meets its permit requirements become not only a part of the <br />comp plan, but also our City code. A copy of this letter will be given to Bob Engstrom, the developer. <br />Attorney Filla stated the City has no financial concern if this wetland treatment system does not work <br />because in the Developer's agreement it is stated the Homeowners Association has the financial <br />responsibility..
