Subd. 7 Development Standards: <br />Councilor Conlin asked that the Council and staff have recorded findings for proposed modifications that <br />would better enhance the rural character more so than the strict interpretation of the OP regulation or <br />review and amend this regulation. <br />M/S/P Conlin/DeLapp — to direct the staff to work with the Planning Commission and City Council to <br />discuss and address issues regarding Subd. 7 in the OP Zoning District as soon as possible and state more <br />definite conditions where Subd 7 is appropriate. (Motion passed 4-0). <br />DeLapp also asked to review faulty definitions of duplexes, townhomes and twinhomes. <br />F. PF, Public, Quasi -Public Facilities Zoning Text. Amendment <br />M/S/P DeLapp/Duan — to postpone consideration until Council submits their comments one -week from <br />tonight and the staff and City Administrator can review the proposed text amendment. (Motion passed 4- <br />0). <br />H. I-94 Update <br />Planner Terwedo received a fiscal analysis from Springsted, and she would like to hold two open houses to <br />look at the three alternatives and to wrap up discussion by end of July. The Council called a workshop for <br />June 17, 5 to 7 p.m. and invited the I-94 committee and Planning Commission to review the report. <br />9. CITY ATTORNEY' S REPORT: <br />Attorney Filla will be meeting with the attorney for the Hammes, and he will get a draft agreement to the <br />Council by Friday or Monday and asked that the Council get back to Mary with their comments for the next <br />Council meeting. <br />10. UNFINISHED BUSINESS: <br />A. Year-to-date Budget Update <br />If there's enough questions, the budget update will be added to the next Council agenda. The Council <br />thanked the staff involved in Clean Up Day. <br />B. Request from League of Minnesota Cities for City Officials to serve on Variance Committee and <br />Dispute Resolution Board. No Council action required. <br />C. Highway 5 and County Road 15 Improvements <br />County Road 15 Improvements: <br />Administrator Kucffner reported Sandy Cullen stated the "No Build" option for Manning Avenue is always <br />an option. The County will be spending next month or so to study this option and review the impact on <br />environment and may come to one of our meetings. Mayor John is part of this committee and will keep the <br />City updated. <br />Highway 5 Road Improvements <br />Administrator Kueffner will get back when she hears from MnDOT. Councilor DeLapp felt the City <br />should be proactive. This is not in the best interest for our city. The Village Committee could study the <br />affect of Hwy 5 and what it would it do to the old village. <br />11. CITY COUNCIL REPORTS: <br />Councilor Dunn asked what is the status of the CUP review? She saw the Lake Elmo Diary and thought <br />Frank Langer was good when he said "decrease spending, lower taxes". <br />12.
