Subd. 7 Development Standards: Councilor Conlin asked that the Council and staff have recorded findings for proposed modifications that would better enhance the rural character more so than the strict interpretation of the OP regulation or review and amend this regulation. M/S/P Conlin/DeLapp — to direct the staff to work with the Planning Commission and City Council to discuss and address issues regarding Subd. 7 in the OP Zoning District as soon as possible and state more definite conditions where Subd 7 is appropriate. (Motion passed 4-0). DeLapp also asked to review faulty definitions of duplexes, townhomes and twinhomes. F. PF, Public, Quasi -Public Facilities Zoning Text. Amendment M/S/P DeLapp/Duan — to postpone consideration until Council submits their comments one -week from tonight and the staff and City Administrator can review the proposed text amendment. (Motion passed 4- 0). H. I-94 Update Planner Terwedo received a fiscal analysis from Springsted, and she would like to hold two open houses to look at the three alternatives and to wrap up discussion by end of July. The Council called a workshop for June 17, 5 to 7 p.m. and invited the I-94 committee and Planning Commission to review the report. 9. CITY ATTORNEY' S REPORT: Attorney Filla will be meeting with the attorney for the Hammes, and he will get a draft agreement to the Council by Friday or Monday and asked that the Council get back to Mary with their comments for the next Council meeting. 10. UNFINISHED BUSINESS: A. Year-to-date Budget Update If there's enough questions, the budget update will be added to the next Council agenda. The Council thanked the staff involved in Clean Up Day. B. Request from League of Minnesota Cities for City Officials to serve on Variance Committee and Dispute Resolution Board. No Council action required. C. Highway 5 and County Road 15 Improvements County Road 15 Improvements: Administrator Kucffner reported Sandy Cullen stated the "No Build" option for Manning Avenue is always an option. The County will be spending next month or so to study this option and review the impact on environment and may come to one of our meetings. Mayor John is part of this committee and will keep the City updated. Highway 5 Road Improvements Administrator Kueffner will get back when she hears from MnDOT. Councilor DeLapp felt the City should be proactive. This is not in the best interest for our city. The Village Committee could study the affect of Hwy 5 and what it would it do to the old village. 11. CITY COUNCIL REPORTS: Councilor Dunn asked what is the status of the CUP review? She saw the Lake Elmo Diary and thought Frank Langer was good when he said "decrease spending, lower taxes". 12.
