Councilor DeLapp would like to look at a master plan, where would this fit in, and may find this is not <br />appropriate. He would like the planner involved as much as possible. His concern is that the zoning is to <br />isolate development projects from each other. He liked the basic elements of the project, but it is a totally <br />stand alone project. Councilor Conlin stated rental housing has not been something embraced by the City. <br />This is going to meet resistance. Councilor Dunn felt there hasn't been an outcry for duplexes and <br />townhouses and thought 30 apartments on the second floor seemed rather excessive. Dunn voiced concern <br />on the water runoff in this area. <br />M/S/P DeLapp/Conlin — to direct staff to work with Mike Lynskey for further development on property <br />North of 396' Street and adjacent areas as a starting point with proposal discussed tonight with review of the <br />Planning Commission and Village Committee. (Motion passed 4-0). <br />C. Rezone from (RR) Rural Residential to (OP) Open Space Preservation District:TAMARACK <br />FARMS <br />This is a request by Jon Whitcomb to rezone a 40 acre parcel north of 50a` Street and north of the Fields of <br />St. Croix from Rural Residential to Open Space Preservation District. This parcel of land has been <br />identified on the future land use map as an open space development area. At its April 14, 1997 meeting, <br />the Planning Commission recommended approval. <br />M/S/P DeLapp/Conlin — to adopt Ordinance 9708 rezoning TAMARACK FARM from Rural Residential to <br />Open Space Preservation based on the proposed development is consistent with the comprehensive plan <br />and zoning ordinance. (Motion passed 4-0). <br />D. OP Development Concept Plan, Jon Whitcomb, TAMARACK FARM <br />Jon Whitcomb presented his Open Space Development Concept Plan called Tamarack Farm consisting of <br />14 single-family units and 8 townhouses and preserving 22.26 acres of open space. Whitcomb explained <br />that one of the lots may require a variance because it has a home and several accessory buildings. This <br />concept plan consists of a shared well system which Whitcomb felt would have fewer perforations and <br />would be better for the "delicate"aquifer's health, and would make economic sense. At its April 14,1997 <br />meeting, the Planning Commission recommended approval with conditions. At its April 21,1997 meeting, <br />the Parks Commission recommended an in -lieu park fee. <br />M/S/P Hunt/DeLapp — to approve the OP Development Concept Plan for TAMARACK FARM as <br />presented by Jon Whitcomb, based on staff and Planning Commission recommendation and the Findings <br />stated in the Planner's report, but at this point they are not approving the concept for shared wells. (Motion <br />passed 4-0). <br />E. Modification to Preliminary Plat and Final Plat, FIELDS OF St.CRO1X, Robert Engstrom <br />At the last Council meeting, May 20, 1997, a modification to the preliminary plat and plan for the Fields of <br />St. Croix was continued because there were three members of the Council in attendance. The applicant <br />requested the continuance because four affirmative votes by the Council is required for these modifications <br />to be approved. The final plat was approved based on the Preliminary Plat approved by the Council on <br />February 18,1997. Mr, Engstrom is deleting the eight townhomes and six family homes are proposed and <br />the existing home on the property will be retained. <br />M/S/P DeLapp/Conlin — to adopt Resolution No. 97-33, A Resolution approving a modified final plat of <br />Fields of St. Croix based on the conditions of approval on page 3 of the planner's report, recommended <br />approval by the Planning Commission and staff and based on the overall density is far less and more open <br />space reserved than required and the developer guarantees to save two very large oak trees.
