3. CLAIMS <br />Councilors DeLapp and Dunn -per a phone conversation with the City Administrator -questioned Claim <br />#6125 Tru Green-Chemlawn for $599.60. There will be a discussion with the Parks Supervisor on use of <br />chemicals in the park will be an agenda item on the August 5th Council meeting. <br />M/S/P Hunt/DeLapp — to approve the July 15,1997 Claims #6061 through #6128 as presented. (Motion <br />passed 3-0). <br />4. PUBLIC INFORMATIONALINOUIRIES: <br />A. Vacancy on South Washington Watershed Board of Supervisors <br />The City received a copy of a letter of resignation form Bob Koch from the SW WD which will become <br />effective upon the Watershed finding a replacement for Mr. Koch. Lake Elmo has very few residents that <br />live within this Watershed District which is a qualification for appointment. Administrator Kueffner <br />reported that Tom Armstrong, Jr. is interested and she will look into if the original farmstead, which is in <br />this Watershed, will qualify him to serve on the Board. Action will be taken on August 5th. <br />B. Resignation of Todd Mathisen from Planning Commission <br />The City received a letter of resignation from the Planning Commission from Todd Mathisen because his <br />work schedule, which includes much travelling, does not allow him to attend the required number of <br />meetings. There were two applications on file, Kevin Herber and Ron Sessing. <br />M/S/P DeLapp/Hunt — to accept the resignation of Todd Mathison from the Planning Commission and <br />direct the staff to extend the City's appreciation for his commitment to the City. (Motion passed 3-0). <br />M/S/P DeLapp/Hunt — to move Tom Armstrong from first alternate to full -voting member to serve out the <br />term of Todd Mathisen, and to move Tim Mandel from second to first alternate. (Motion passed 3-0). <br />Because the Planning Commission did not have a quormn for their July 14'h meeting and there were five <br />public hearings scheduled, the Council asked they discuss the size of the Planning Commission or change <br />the size of a quorum and make an appointment to fill Mr. Mathisen's vacancy. <br />M/S/P Hunt/DeLapp — to direct the staff to place as an agenda item under Planning, Land, Use & Zoning, <br />at the August 5'h meeting discussion on the size of the Planning Commission, size of a quorum and <br />appointments to the open position to fill vacancy, acknowledge the applications of Kevin Herber and Ron <br />Sessing and notify the PZ of this at one of their next meetings. (Motion passed 3-0). <br />5. CITY ENGINEER'S REPORT: <br />A. Water Conservation Plan (Implementation) <br />Tom Prew, City Engineer, recommended implementing an odd -even sprinkling ban for the remainder of the <br />summer. Adjacent communities with municipal water supplies have all imposed odd -even sprinkling <br />regulations from Memorial Day through Labor Day. A draft resolution to that affect was submitted for <br />Council consideration. Councilor DeLapp voiced his concern on who will be checking on this, would it be <br />the staff, Washington County Deputies, or the Code Enforcement Officer. <br />M/S/P DeLapp/Hunt - to adopt Resolution No. 97-37, A Resolution imposing an odd -even sprinkling ban <br />for all property served by municipal water. (Motion passed 3-0). <br />B. Bids for 1997 Patch and Sealcoating <br />In his memo dated July 11, 1997, Tom Prew reported on the bid results for the street maintenance projects <br />and made recommendations: <br />M/S/P Hunt/DeLapp — to adopt Resolution No. 97-38 awarding the 1997 Sealcoating contract to Allied <br />Blacktop in the amount of $51,390.00.
