8. UNFINISHED BUSINESS: <br />A. Village Committee - Postponed to the August 5 s Council meeting. <br />9. CTTY ATTORNEY'S REPORT: <br />A. Update on Hammes Settlement <br />Attorney Filla reported the agreement with Hammes Mining that was approved by the Council at its June <br />17, 1997meeting was signed by the Hammes family. The lawsuit has been dismissed. If the Hammes' fail <br />to honor the agreement which requires various plans to be submitted, the recycling use will terminate by <br />August 15, 1997. <br />10. CITY COUNCIL REPORTS: <br />Mayor John attended a planning discussion which was based on the new community based planning act <br />authored by Dee Long (House) and Steve Morris (Senate). He passed on the stringent regulations to the <br />City Planner. <br />Councilor Hunt reported there will be a Stillwater Chamber of Commerce Golf Tournament and Fundraiser <br />on September 8'h if anyone from the staff, commissions, consultants, city is interested to contact him <br />Councilor DeLapp reported that on the County planning level has approved a 199' high and a 120' high <br />PCS communication system tower. The sewer ordinance will be on the County agenda for Tuesday which <br />would include alternative systems. <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. 1996 Audit Report <br />The Council received a copy of the 1996 Audit Report and Administrator Kueffner has invited the Auditors <br />to the August 5 ,1997 meeting to answer any questions. <br />M/S/P Hunt/DeLapp - to call workshop meeting with Tautges, Redpath, LTD. for 6:00 p.m, on August 5, <br />1997 to discuss the 1996 Audit Report. Asked to have lastt years summary of recommendations compared <br />to this years to see what has been accomplished. (Motion passed 3-0). <br />B. Resolution 97-41 establishing Water Access Charge <br />Although a public hearing will be held in the near future on the proposed water rate charges, Administrator <br />Kueffner recommended the City officially adopt the WAC charges. The Herzfeld development is close to <br />the point of obtaining permits and this entire development is on our municipal water system. This $800 fee <br />is consistent with what other <br />M/S/P Hunt/John - to adopt Resolution No. 97-41 establishing a Water Access Charge. (Motion passed 3- <br />0). <br />C. Six -Month Probationary Review for Diane Albrecht <br />M/S/P DeLapp/Hunt - to approve the pay increase for Diane Albrecht from $9.75 per hour to $11.25 per <br />hour, not including the cost of living increase that will be in 1997, as recommended by the City <br />Administrator. (Motion passed 3-0). <br />D.
