9. CITY COUNCIL REPORTS: <br />Mayor John reported the Washington County Court Services Department is offering a Restorative Justice <br />seminar for County residents on Friday, September 26 and Saturday 27th and will be free and open to the <br />public. The goal is to encourage a partnership between business, citizens and the justice system in order to <br />build an effective community response to crime. This was asked to be inserted in the City Newsletter. <br />Mayor John reported the District 622 (North St. Paul -Maplewood Oakdale) Community Education <br />Advisory Council currently does not have a Council appointed resident representing Lake Elmo. As they <br />enter the new school year they encourage residents in this school district to give serious consideration <br />serving as a representative. This will be inserted in the City Newsletter. <br />Mayor John provided a copy of his letter to Myra Peterson, Washington County Board of Commissioners, <br />on a follow-up to discussion on the Manning Avenue study and asking the County to adopt the third <br />alternative provided, namely, that they proceed with completion on the Environmental Assessment on <br />alignments A-2 which would form a direct connection across Baytown Township between the two <br />Manning Avenue branches and C-3 which would extend Manning Avenue north of State Highway 36 to <br />join State Highway 5 approx. 1 mile north of the current State Highway 5/Manning Avenue intersection. <br />Council DeLapp complimented the Mayor on this letter. <br />Councilor Conlin reported she would be unable to serve as a liaison to the Planning Commission from <br />September 22" d until mid -December because she will be attending night classes. <br />M/S/P Hunt/John — to request the Council members sign up to cover Mondays of the Planning Commission <br />meetings until Councilor Conlin can attend. (Provide a sign up sheet). (Motion passed 5-0). <br />Councilor Dunn reminded the Council of meeting on September 30, 7 p.m., County Roads and Future <br />Needs. <br />Councilor DeLapp brought up his concern on spot zoning on 101" Street <br />10.
