MINUTES: August 19, 1997 <br />M/S/P DeLapp/Dunn — to approve the August 19,1997 Council minutes as presented. (Motion passed 5-0) <br />MINUTES: August 25, 1997 <br />M/S/P Conlin/DeLapp — to approve the August 25, 1997 Budget Workshop Minutes as amended. (Motion <br />passed 4-0-1:Abstain: Hunt). <br />3. CLAIMS <br />M/S/P DeLapp/Hunt—to approve the September 2,1997 Claims #6228 through 46254 as presented <br />(Motion passed 5-0). <br />4. PUBLIC INFORMATIONALANOUIRIES: <br />A. Public Inquiries <br />Gloria Knoblauch, 9181 31' St. N., asked about a skate park in DeMontreville and understands the City <br />would have to consider liability insurance and could the City afford such a park. Gloria pointed out the <br />signage (rules) is different in each park and should be consistent. Councilor Conlin felt there was a need to <br />talk to the Sheriff Dept. on the vandalism in the Parks especially Tablyn Park. <br />M/S/P Conlin/Hunt — to direct the staff to contact the Sheriff's Department on the vandalism occurring in <br />the Parks, especially Tablyn Park, and ask Mike Bouthilet to take a look at the consistency in signage at the <br />parks and report back. (Motion passed 5-0). <br />B. Ordinance amending Section 210.03 of the 1997 Municipal Code relating to the size of the <br />Planning Commission. <br />At the August 25" Council meeting, the Council directed the staff to prepare an ordinance increasing the <br />size of the commission to nine (9) with two (2) alternates, require training through GTS within six months <br />of appointment and require a quorum of 5 members present. Staff provided a DRAFT ordinance relating to <br />the size of the Planning Commission for Council review. <br />M/S/P Hunt/DeLapp — to amend Section 210.03 Composition: ..... Consist of 11 members, which include <br />two alternates. (Motion passed 5-0). <br />M/S/P DeLapp/Conlin — to amend Section 210.04 Qualifications and Training: Wherever possible <br />Commission members should reside in different geographical areas of the City and reflect a cross-section <br />of the population of the City at the time of appointment. (Motion passed 5-0). <br />M/S/P DeLapp/Dunn — to adopt Ordinance 9714, as amended, amending Sections 210.03, 210.04 and <br />210.11 of the Lake Elmo Municipal Code relating to the composition, training and quorum size of the <br />Planning Commission. (Motion passed 5-0). <br />C. Interviews and appointments to the Planning Commission <br />At the request of the Council letters were sent inviting the Planning Commission applicants to this meeting <br />for an interview with the Council. Response letters were received from applicants, Kevin Herber and <br />Rodney Sessing, indicating their inability to attended this meeting, but were interested in the appointments <br />to the Commission. Jean Nelson had intended to apply for appointment to the Village Commission. <br />M/S/P Conlin/Dunn — to appoint Rodney Sessing, 5699 Keats Avenue, as a full -voting member of the <br />Planning Commission to serve out the term of Todd Mathisen based on his interest and devotion in <br />attending workshop on the Open Space, Planning Commission and Council meetings.
