(Motion passed 5-0). <br />M/S/P Hunt/Dunn — to appoint Valerie Brass, 3930 Jane Road N., as a full -voting member of the Planning <br />Commission to serve out the term of Roger Colombo. (Motion passed 5-0). <br />M/S/P DeLapp/Dunn — to appoint Kevin Herber, 4580 Birchbark Trail N., as first alternate to the Planning <br />Commission. (Motion passed 5-0). <br />D. Village Commission Recommendation <br />1. Acknowledge Study Area <br />Planner Terwedo reported the Village Commission has provided a map identifying a specific study area. <br />The Commission felt that this area was all encompassing which means you need to study the whole area in <br />order to determine how certain land uses will affect another. <br />M/S/P Dunn/Hunt — to acknowledge the map of study area as presented at September 2, 1997 meeting as <br />the official map of the Village Area. (Motion passed 5-0). <br />2. Recommendation for Moratorium <br />Planner Terwedo explained there is a concern that the City may receive development applications that may <br />not meet the vision of what the commission would like for the area. Our existing zoning for the Village <br />Area regulates the land uses that are permitted. The Village Commission recommended the City place a <br />one-year development moratorium on the Village Area including new subdivisions and commercial <br />development in the General Business Zoning District. This would give them time to complete their work <br />program on the preparation and adoption of a Village Plan. <br />Attorney Filla indicated the City needs to have specific goals for a moratorium. If there is a legitimate <br />planning purpose, the City can have a moratorium. This would be a one-year moratorium and cover <br />subdivisions and commercial land. An article will be inserted on the proposed one-year moratorium in the <br />newsletter and the commercial and undeveloped landowners will be notified. <br />The Council suggested a joint Planning Commission/Village Commission meeting with the intention of <br />exploring Transfer of Density. (Motion passed 5-0). <br />M/S/P Hunt/DeLapp — to direct the Village Commission and Planning Commission to discuss at the <br />September 22" d PZ meeting a DRAFT ordinance for a development moratorium for the Village Area with a <br />public hearing scheduled for October 15 with Transfer of Density Rights included as something the City <br />may want to do. (Motion passed 5-0). <br />3. Appointments <br />M/S/P DeLapp/Dunn — to appoint Jeanne Nelson and Cindy Gackle to the Village Commission. (Motion <br />passed 5-0). <br />M/S/P Hunt/DeLapp — to hold a joint workshop with the PZ/CC/Village Commission on September 22, 6 <br />p.m., City Hall. (Motion passed 5-0). <br />5. CITY ENGINEER'S REPORT: <br />A. Escrow Reduction: Heritage Farm <br />Tom Prow reported the grading, watermain, storm sewer, and some street work is complete and <br />recommends the Council reduce the required escrow on this project to $223,125.00. <br />M/S/P DeLapp/Conlin — to authorize the reduction of the required escrow for Heritage Farms to <br />$223,125.00.
