1. AGENDA <br />M/S/P DeLapp/Johnston — to approve the February 17,1998 City Council agenda, as presented. (Motion <br />passed 3-0). <br />2. MINUTES: February 3, 1998 <br />M/S/P DeLapp/Hunt—to approve the February 3, 1998 City Council minutes, as presented. (Motion <br />approved 2-0-1:Abstain:Johnston). <br />3. CLAIMS <br />M/S/P DeLapp/Johnston — to table the discussion on the 3 claims (League of MN Human Rights, Stillwater <br />Area Chamber of Commerce, and Metro East Development) until there is a full Council. (Motion passed 3- <br />0). <br />M/S/P DeLapp/Johnston — to approve the February 17, 1998 Claims, as presented. (Motion passed 3-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Set Workshop Date with Washington County Public Works <br />Staff was directed to schedule a workshop with Washington County Public Works to go over issues that <br />were discussed at the February 3, 1998 Council meeting. Administrator Kueffner had checked with <br />Washington County and it appears that March 17, 1998, 5:00 p.m., is a date available. Because the Council <br />will be coming right from work, Administrator Kueffner will order box lunches so they can have something <br />to eat prior to the start of the regular Council meeting. <br />M/S/P DeLapp/Johnston — to call a special meeting/workshop with Washington County Public Works and <br />MnDOT, at 5:00 p.m., on Tuesday, March 17, 1998. (Motion passed 3-0). <br />B. Human Rights Commission Appointments: Lee Hunt <br />In 1994, a Resolution was drafted establishing a Human Rights Commission, The Council recommended <br />this resolution be drafted, but until membership was eminent they did not pass the resolution. The <br />following residents indicated an interest in being appointed to the Commission: Cathy Twiss, Susan <br />Gibbons Jordan, Carol Banister. Council member Hunt has volunteered to be the liaison between the <br />Commission and the City Council. <br />M/S/P Johnston/DeLapp - to adopt Resolution No. 98-9, A Resolution establishing a Human Rights <br />Commission, as amended (2. The Commission shall consist of up to five members appointed for staggered <br />terms of three (3) years. However, in the case of original members, one member shall be appointed for a <br />term expiring in one year, one member shall be appointed for a term expiring in two years, and one member <br />shall be appointed for a term expiring in three years. (The members can decide which member would serve <br />what term.) (Motion passed 3-0). <br />M/S/P DeLapp/Johnston — to appoint Cathy Twiss, 8880 Jane Road N., Susan Gibbons Jordan, 8928 36' <br />Street North, and Carol Banister, P.O. Box 215, as members of the Human Rights Commission. (Motion <br />passed 3-0). <br />C. Reschedule March 3, 1998 City Council meeting <br />March 3rd is precinct caucus day, and State Law prohibits any governmental agency from meeting after <br />6:00 p.m. Administrator Kueffner suggested the Council meeting be rescheduled to Monday, March 2, <br />1998. <br />M/S/P DeLapp/Johnston — to reschedule the March 3, 1998 City Council Meeting to March 2°d, 1998, <br />based on March 3 being designated as Caucus Day, and based on State Law prohibiting governmental <br />agencies from meeting after 6 p.m. on Caucus Day.
