5. CONSENT AGENDA: <br />A. Charitable Gambling License: North Suburban Area Chamber of Commerce <br />North Suburban Area Chamber of Commerce has requested the State of Minnesota issue a one day (June <br />22, 1998) Off -Site Gambling License to sell raffles at the 3M Club of St. Paul, Inc., commonly known as <br />Tartan Park. <br />M/S/P DeLapp/Johnston — to adopt Resolution No. 98-10, A Resolution approving the issuance of a <br />charitable gambling license by the State of Minnesota to the North Suburban Area Chamber of Commerce <br />to sell raffles at Tartan Park, located at 11455 20'h St. N. (Motion passed 3-0). <br />6. CITY ENGINEER'S REPORT: <br />A. PUBLIC HEARING: 30'h Street Improvement <br />City Engineer Tom Prew presented the 306 Street Reconstruction Project. This would be a 26-foot wide <br />street with concrete curb and gutter. With this design, no parking is allowed on the street, and the street <br />would be posted as such. Traffic calming methods include constructing landscaped islands near Lisbon <br />Avenue and constructing some curbs into the street between Lisbon Avenue and Manning Avenue. Tree <br />plantings would also be done in that area to help break up the sight lines. Drainage would be controlled <br />with catch basins and storm sewer pipe line. This should reduce the drainage problems residents are <br />experiencing. Between Reid Park and Lisbon Avenue, a 5-foot wide concrete sidewalk is proposed <br />adjacent to the north side of the road. From Lisbon Avenue to Manning Avenue, an 8-foot wide <br />bituminous trail is proposed south of the road. The estimated cost of the proposal is $726,000. State Aid <br />Street repair costing $612,000 and water main replacement costing $114,000. Because of ongoing <br />problems with the watermain in 30'h Street, it is proposed to replace it and upgrade the size to a 9-inch <br />watermain. <br />Prew recommended that a 5-foot wide concrete sidewalk be built from Lake Ehno Avenue to Lisbon <br />Avenue along the south side of the road. This sidewalk would take the place of the proposed walk between <br />Reid Park and Lisbon Avenue. He recommended this sidewalk for two reasons. First, an off -road trail is <br />proposed at this location in the City's Park and Trail Plan. Second, there is a need to provide a safe place, <br />for both older and younger pedestrians, to walk. <br />Vice -Mayor Hunt opened up the public hearing at 7:44 p.m. in the Council chambers. <br />Paul Ryberg, 11326 30'h Street N., spoke in favor of the project with the catch basins, storm sewer pipe line <br />because there is a drainage problem between him and his neighbor. He supported the sidewalk for safety <br />reasons because he is a walker and his grandson rides his bike along the street. <br />Norm Davis, 3050 Lisbon Avenue, favors the sidewalk from Lake Elmo Avenue to Lisbon Avenue would <br />help in two ways. 1) Traffic calming — suggested a stop sign at Lisbon would slow speeding traffic and 2) <br />safety to residents. Lake Elmo is changing in that more people are out and about. There are more walkers, <br />runners, children on bikes, and baby buggies on the street. For the safety of the people, a sidewalk is in <br />order. <br />The Council acknowledged letters of objection to the sidewalk from Roland and Shirley Jahnke, 11377 30d' <br />Street N., and Richard and Ladess Huntley, 11397 301, Street North. <br />Roland Jahnke, 11377 30'h Street, raised four children in the neighborhood and cannot recall any pedestrian <br />accidents. He is opposed to the sidewalk on the south side because it is not in character with Lake Elmo <br />and is concerned who is going to keep it clean. Prow responded that it would be the maintenance crew's <br />responsibility to clean and maintain the sidewalk. <br />Todd Williams, 3025 Lake Elmo Avenue N., is opposed to the sidewalk because there have been no vehicle <br />pedestrian accidents. Lake Elmo is still a small town, and we like the small town of it. He runs at night <br />and has not encountered any problems. He had no objection to a sidewalk on the north side.
