MINUTES: January20,1998 <br />M/S/P DeLapp/Dunn — to approve the January 20, 1998 City Council minutes, as presented. (Motion <br />passed 4-0). <br />3. CLAIMS <br />M/S/P Dunn/DeLapp — to delete Claim ($575) Stillwater Area Chamber, Claim ($500) Metro East <br />Development, and Claim ($55) League of MN Human Rights and to approve the remaining claims, as <br />presented. (Motion passed 4-0). <br />M/S/P Hunt/Dunn — to direct staff to identify the benefit to the City for Claims mentioned in motion and <br />report back at the February 17`n meeting. (Motion passed 4-0). <br />4. PUBLIC INFORMATIONAL/INQUIRIES: <br />A. Public Inquiries <br />Pat Dean, 8028 Hill Trail N, on behalf of the Tri-Lakes Assoc., asked Council support for the request to <br />MnDOT of stoplights on Highway 5, both at Imation and at CSAH 13, be turned to flashing from 10 p.m. <br />to 6 a.m. <br />M/S/P Hunt/DeLapp — to direct the staff to send a letter to the representatives of MnDOT inquiring about <br />either adding a proximity sensor to the traffic light for better traffic flow during the hours of 10 p.m. to <br />6 a.m. at Highway 5 and 13 and at the entrance to Imation or changing the traffic light to flashing <br />yellow/red combination from 10 p.m. to 6 a.m. (Motion passed 4-0). <br />B. CR15 and Manning Avenue Extension <br />Following the recent article in the Stillwater Gazette regarding the City of Stillwater's support of the <br />Manning Avenue (County Road 15) extension, it was suggested by Council member Dunn that the City <br />encourage residents to write letters to the County Board opposing this extension. It was also suggested that <br />along with the Joint Resolution that has been submitted to the Board from Lake Elmo, Oak Park Heights, <br />and Baytown, the City should send a letter to the Board reiterating the City's position against any <br />expansion of Manning Avenue through Lake Elmo, and include further opposition to acquiring right-of- <br />way for future extension of this road. Administrator Kueffner supported this suggestion from Council <br />member Dunn. There are concerned residents in both Lake Elmo and Baytown that could be called upon to <br />support this opposition. <br />M/S/P Dunn/DeLapp — to direct the City Administrator to write a letter to the Washington County Board <br />reiterating the City's opposition to the extension of Manning Avenue and/or the acquisition of right-of-way <br />for a future expansion. (Motion passed 4-0). <br />C. Signal Light at TH5 and Manning Avenue, Discussion with MnDOT and Washington County <br />Don Theisen, Washington County Public Works, and representatives from MnDOT were in attendance to <br />outline the project and listen to the concerns of the Council. The intersection is dangerous because it <br />combines a curve on a high-speed highway with heavy traffic. A traffic signal is needed to improve safety <br />at Highway 5 and Manning Avenue near the County fairgrounds. Council member DeLapp felt the growth <br />in surrounding communities is causing increased traffic in the area, and the County wants to route the <br />traffic through Lake Elmo. A workshop to discuss traffic concerns would not delay the signal project <br />according to Mr. Theisen. There needs to be an agreement by March in order for the project to proceed. <br />M/S/P Dunn/DeLapp —to postpone discussion on the agreement with Washington County that specifies <br />that the City pay only for the electrical cost of the signal and luminaries proposed for Highway 5 and <br />LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 3, 1998 <br />
