12. CITY ADMINISTRATOR'S REPORT: <br />A. Resolution entering into a Joint Powers Agreement for the Dakota County Consortium <br />The City received a letter from the Washington County HRA regarding the Joint Powers Agreement for the <br />Dakota County Consortium for the Federal HOME Program. Lake Elmo participated in this program in <br />1995 and is being requested to again participate through 2001. The HRA included an outline of home <br />funds utilized in Washington County. Lake Elmo has neither asked for nor received these funds. <br />Administrator Kueffner recommended that the City continue participation in this Consortium. The Council <br />asked that the packet of information be sent to the Village Commission. <br />M/S/P Hunt/Johnston — to adopt Resolution 98-16 authorizing the execution of a joint powers consortium <br />agreement. (Motion passed 4-1:Dunn:There has been a misuse of funds in the past by HRA. She would <br />like to see a positive track record before entering into an agreement --doesn't know what strings are attach.) <br />B. National Clerks Conference <br />M/S/P Johnston/Hunt - to authorize the City Administrator to attend the IIMC Annual Conference in <br />Mobile, Alabama on May 17-21, 1998 at a cost not to exceed $1,000. (Motion passed 5-0). <br />C. Advertising in Newsletter <br />The City will permit commercial businesses to advertise in the City's monthly newsletter <br />M/S/P DeLapp/Hunt — to adopt Resolution No. 98-17, A Resolution Establishing the 1998 Advertisement <br />Rates for the Lake Elmo Newsletter.
