Executive Session: Burgess Litigation <br />Mayor John called the Council meeting to order at 7:00 p.m. in the Council chambers. PRESENT: Hunt, <br />Dunn, John, Johnston, DeLapp, City Engineer Prow, Attorney John Miller, City Planner Terwedo and <br />Administrator Kueffner. <br />1. AGENDA <br />M/S/P DeLapp/Hunt — to approve the March 2, 1998 City Council agenda, as amended. (Motion passed 5- <br />0). <br />2. MINUTES: February 17, 1998 <br />M/S/P Hunt/Johnston —to approve the February 17, 1998 City Council Minutes, as amended. (Motion <br />passed 3-0-2:Dunn, John) <br />3. CLAIMS <br />M/S/P DeLapp/Hunt — to approve the March 2, 1998 Claims, as presented. (Motion passed 5-0). <br />City's participation in the Stillwater Chamber of Commerce, Metro East Development and Human Rights <br />Commission. These three items, in the amount of $575, $500 and $55, respectively, were removed from <br />the claims list at the last meeting. Staff was asked to provide Council with a report on benefits that the City <br />gets from participation in these organizations. <br />Stillwater Chamber of Commerce: <br />Randy Fulton, Executive Director, Stillwater Area Chamber of Commerce explained the function of the <br />SACC and presented reasons why Lake Elmo should be a part of the Chamber. <br />M/S/P Hunt/Johnston —to approve the Claim of $575, approving membership to the Stillwater Area <br />Chamber of Commerce. (Motion passed 5-0:Councihnember Dunn requested a membership list from the <br />new director Randy Fulton. Any continued participation should be discussed on a yearly basis). <br />Metro East Development: <br />Administrator Kueffner explained that many businesses that are located both in and out of state, looking for <br />new building sites, use Metro East for assistance in finding the right location for the proposed business. All <br />members of Metro East are faxed some general requirements for the business. United Properties is a <br />member of Metro East. Many of the requests are for uses to which the City would not consider, but there <br />are businesses such as State Farm and East Metro Clinic that fit well into our Business Park criteria. To <br />find out about these types of businesses before another site is chosen could be a benefit to the City. <br />Council member Dunn felt the citizens of Lake Elmo did not benefit by membership to Metro East. The <br />money spent on membership is a duplicate of effort since the developers are aware of Lake Elmo standards <br />and belong to the Metro East organization. The $500 membership fee could be better utilized on needed <br />City items. Many of the goals and policies of Metro East Development Corporation are in conflict with the <br />desires of residents of the area. Any continuing participation will be discussed on a yearly basis. <br />M/S/P Johnston/Hunt— to approve the Claim of $500, approving membership to the Metro East <br />Development. (Motion passed 5-0); Council member Dunn approved this claim because it is reviewed <br />yearly.
