Awareness to recent property tax <br />developments such as permanent lowering of the tax rates for businesses. Fiscal disparity and the <br />implications to the City of Lake Elmo. Suggested a workshop to understand these issues and how they <br />apply to our City. The Pilots Association, in conjunction with the pilots and M.A.C., have voluntarily <br />chosen to adopt a Noise Abatement Plan at the Lake Elmo Airport. A noise abatement plan is a voluntary <br />program that is in effect once it has been adopted by'the Pilots Association and members of the airport <br />community, at the recommendation of the M.A.C. It generally discourages loud aircraft to the best of its <br />ability and limits the hours that aircraft are allowed to fly or practice maneuvers. If all goes according to <br />plan, the program shall be in effect by June 1,1998. The next Lake Elmo Airport Meeting is scheduled for <br />Wednesday, April 8, at Oakland Jr. H.S. <br />M/S/P Dunn/Hunt—to recommend to staff to work with West Lakeland and Baytown on the Noise <br />Abatement Plan at the Lake Elmo Airport. (Motion passed 5-0). <br />Administrator Kueffher suggested inviting Tautges and Redpath to talk to the City on Fiscal Disparities at a <br />special workshop. <br />M/S/P John/Dunn — to invite Tautges and Redpath to hold a special workshop on Fiscal Disparities with <br />dated determined by the staff. (Motion passed 5-0). <br />Council member Hunt reported on the February 18" meeting of the Municipal Board. The Board's <br />preliminary decision would give Oak Park Heights the commercial section of the 240-acre parcel that <br />includes a 90-acre strip along Highway 5 and north of 55'" Street North. Lake Elmo would acquire the rest <br />of the parcel when the Municipal Board meets on April P. The Board decided that Oak Park Heights, <br />which offers municipal sewer and water could better serve the parcel's commercial area. The remainder of <br />the parcel would be better suited in Lake Elmo, which doesn't have municipal sewer and water. <br />Council member Johnston attended the February 18'h meeting on General Government: Subdivision of <br />Taxes, Finance and Elections, of the Consolidation Task Force, still has to decide on name, election, and <br />governing body structure. Johnston indicated Lake Elmo needs more representation. <br />M/S/P Hunt/Dunn — to close the City Council meeting at 11:00 p.m. and hold an Executive Session to <br />discuss Burgess Litigation.
