The Planning Commission reviewed the design modifications for the detached <br />townhomes at their February 23, 1998 meeting and recommended approval. <br />M/S/P Dunn/Hunt — to approve the design modifications for the detached townhomes at the Fields of St. <br />Croix as requested by Mark Youngdahl. (Motion passed 5-0). <br />D. I-94 Corridor Study — Set meeting date <br />City Planner Terwedo would like to complete the I-94 Plan, but felt there is an issue regarding the capacity <br />of the existing WONE interceptor serving Lake Elmo. There are urban services for the United Properties <br />site, but there is some question as to whether there will be urban services beyond the existing MUSA. If <br />the City chooses the Existing Land Use option, there will be no need to request additional services. If the <br />Economic Development option is chosen, the City may need to request additional capacity either from the <br />WONE interceptor or from the Cottage Grove Ravine interceptor. If the Livable Communities option is <br />chosen, the City would need to require services from the Cottage Grove interceptor. An urban service is a <br />system of a land use plan and therefore it is important that the City make this decision soon. The Planner <br />asked the Council to set a date for an I-94 Task Force meeting to review the responses of the completed <br />questionnaires distributed at the November workshop. <br />M/S/P Hunt/Johnston - to schedule an I-94 Corridor Study meeting for Tuesday, March 31, 1998, 6 p.m., <br />City Hall to review the responses of the questionnaire distributed at the November workshop and request <br />that the I-94 Task Force make a recommendation to the Planning Commission and the City Council on a <br />preferred land use alternative, as presented or amended. (Motion passed 5-0). <br />E. Holistic Management Workshop <br />Planner Terwedo will be attending the Holistic Management Workshop: A New Paradigm for Land -Use <br />Planning on April 1 and 2 at the Kelly hm in St. Paul. If the Council wishes to attend, they are to contact <br />the Planner. <br />10. CITY ATTORNEY'S REPORT: <br />It. UNFINISHED BUSINESS: <br />A. Agreement for Signal Light at TH5 and County Road 15 (pending) <br />B. Nile Fellows, MPCA Landfill Update (pending) <br />C. Countryside Wood Products Resolution and Site Development Agreement (pending) <br />D. Investigation of Relief Association Funds (pending) <br />E. Workshop dates set by PZ to review proposed amendments to OP regulations <br />F. Amortization of Non conforming uses (scheduled for March 17) <br />G. Parcel Zoned PF along 10"' Street west of CR 19 <br />The City Planner explained Apostolic Church is intending on building this year. Councilor DeLapp voiced <br />his concern that anyone can come in under the PF Zoning District, where anything is practically allowed, <br />and there are no standards. What advantage is this PF zoning, as an isolated parcel, to the City? The Public <br />Facility standards will be added to the March 17th agenda. <br />H. CITY COUNCIL REPORTS: <br />Appoint liaison to Planning Commission: <br />M/S/P DeLapp/Dunn — to appoint Karen Johnston as Council liaison to the Planning Commission. (Motion <br />passed 5-0). <br />Mayor John reported he attended an Open House for North American Wetland Engineering on February <br />20. He hosted the Elected Officials Meeting of School District 622 on February 4. On February 24, he sat <br />in on the meeting of the Parks Committee of the Lake Elmo/Baytown Consolidation study.
