Mayor John called the Council meeting to order at 7:00 p.m. in the Council Chambers. PRESENT: Hunt, <br />Dunn, John, DeLapp, City Attorney Filla, City Engineer Prew, Building Official, Jim McNamara and <br />Administrator Kueffner. ABSENT: Councilor Johnston <br />1. AGENDA <br />M/S/P Hunt/DeLapp - to approve the May 5, 1998 City Council Agenda, as amended. (Motion passed 4- <br />0). <br />2. MINUTES: April21, 1998 <br />M/S/P Hunt/DeLapp - to approve the April 21, 1998 City Council Minutes, as amended. (Motion passed 4- <br />0). <br />3. CLAIMS <br />M/S/P Hum/DeLapp - to approve the May 5, 1998 Claims, as presented. (Motion passed 4-0). <br />4. PUBLIC INQUIRIES/INFORMATIONAL: <br />A. PUBLIC INQUIRIES <br />Mayor John acknowledged and will respond to a letter from Eric Hills, 4455 Olson Lake Trail, and <br />requesting consideration of a bike path separate from the road to join the State Trail because Olson Lake <br />Trail is very curvy with a high speed limit. He likes to go on bike rides, but his mom is scared a car might <br />hit him. Mayor John will write a letter to Washington County Public Works Dept. requesting a meeting to <br />discuss options to improve road safety. <br />B. Juvenile Curfew Ordinance (WCSD) <br />M/S/P Hunt/DeLapp - to postpone consideration until Captain Johnson is in attendance. (Motion passed 4- <br />0). <br />C. Heritage Farm Homeowner's Assoc. <br />Board members of the Heritage Farm Homeowner's Assoc. were introduced and reported the association <br />had an organizational meeting, has put out a monthly newsletter, and looks forward to working with the <br />City in the future. Bob Herzfeld pointed out the support for the quality of the Open Space developments <br />the City has put together and spoke of the great interest he has received for purchasing lots. <br />5. CONSENT AGENDA: <br />6. CITY ENGINEER'S REPORT: <br />A. PUBLIC HEARINGS: 1998 Overlays: The public hearing notice was published in the April 21, <br />1998 Stillwater Gazette and the April 29, 1998 Stillwater Gazette Extra. All affected property <br />owners were notified. The 1998 Overlay public hearings help the engineer understand what <br />construction concerns the property owners may have about the project. <br />Tom Prew, City Engineer, reported the City staff evaluates the condition of the City streets and <br />recommends to the Council the streets, which need a bituminous overlay. A bituminous overlay will <br />generally extend the life of a street about 15 years. In 1995, the City adopted a uniform assessment policy. <br />Under this policy each parcel along a street receiving a major maintenance or complete reconstruction <br />receives the same assessment. This assessment amount is equal for all assessed parcels in any given year. <br />The assessment amount is adjusted for inflation each year. The proposed 1998-assessment rate is $1,071 <br />per unit for an R-1 lot, $1,285 for a RE lot, and $1,500 for a RR lot. <br />LAKE ELMO CITY COUNCIL MINUTES MAY 5, 1998 <br />
