M/S/P Hunt/DeLapp — to approve Resolution No. 98-28, A Resolution Ordering Improvement, Preparation <br />of Plans and Approving Plans and Specifications and Ordering Advertisement for Bids for the 1998 <br />Overlay Project. (Motion passed 4-0). <br />M/S/P Hunt/DeLapp - to approve Resolution No. 98-29, A Resolution Approving Plans and Specifications <br />and Ordering Advertisement for Bids for 30`s Street from Lake Elmo Avenue (CSAH 17) and Manning <br />Avenue (CSAH15). (Motion passed 4-0). <br />M/S/P Hunt/DeLapp — to approve Resolution No. 98-30, A Resolution Approving Plans and Specifications <br />and Ordering Advertisement for Bids for Janero Avenue North. (Motion passed 4-0). <br />Tom Prow reported he would open bids on May 29 and award the 3& Street and the Overlay Project on <br />Tuesday, June 2, 1998. For Janero Avenue, he plans on holding the assessment hearing before awarding <br />that portion of the contract. This will allow the property owners on Janero Avenue an opportunity to <br />comment on the assessable cost, prior to the Council awarding a contract. <br />M/S/P Hunt/DeLapp - to approve Resolution No. 98-31, A Resolution for Hearing on Proposed Assessment <br />for Janero Avenue. (Motion passed 4-0). <br />B. Resolution declaring 501" Street as MSA Street <br />The City wanted to add 50 Street, from CSAH 17 to TH5, to our State Aid System, but a portion of the <br />right-of-way was in Baytown. The annexation issue with Baytown and Oak Park Heights is now resolved. <br />Tom Prow has received preliminary approval of this route from MN/DOT. Final approval is subject to the <br />final annexation paperwork being submitted. On March 2nd, the Council postponed consideration of <br />designation of 501° Street to our State Aid System. <br />M/S/P Hunt/Dunn — to postpone until May when the staff can invite new residents and allow Baytown <br />Township time to react to adding 50th Street as an MSA Street. (Motion passed 4-0). <br />7. MAINTENANCE/PARKS/FIRE/BUILDING: <br />A. Hiring of Summer Help <br />Mike Bouthilet has advertised for summer help. He would like Council approval to hire Danny Olinger, to <br />start immediately, and Bill Leary, at $7.00 per hour and bring back a third recommendation to the Council <br />at its next meeting. <br />M/S/P Hunt/DeLapp, to approve hiring of Bill Leary and Danny Olinger as part-time workers in the Parks <br />Department at a wage of $7.00 per hour based on the recommendation of the Parks Supervisor, <br />acknowledging they have worked for the City before in this capacity and authorize the Parks Supervisor <br />hiring a third part-time employee when suitable. (Motion passed 4-0). <br />B. Set workshop with MAC:Lee Hunt <br />M/S/P Hunt/DeLapp — to direct the staff to arrange a workshop date in June between the Maintenance <br />Dept, MAC, City Council, Facilities Study Committee, City Engineer to discuss the Capital Improvement <br />Program, a road replacement program, and status of new building. (Motion passed 4-0). <br />8. PLANNING, LAND USE, AND ZONING: <br />A. PUBLIC HEARING: Street Vacation: 7978 Hill Trail N., Applicant: James Tierney <br />A public hearing has been called to consider the request of James and Debbie Tierney for the vacation of a <br />portion of Hill Trail N. (the city right-of-way). The notice of the public hearing has been published in the <br />April 22, 1998 Stillwater Gazette and the affected property owners were notified. The Tierney's, who <br />recently purchased the house at 7978 Hill Trail, need this area to replace the existing septic system. <br />LAKE ELMO CITY COUNCIL MINUTES MAY 5, 1998 <br />
