Pat Dean, 8028 Hill Trail N., stated his driveway takes up the brunt of the water and asked this to be looked <br />at. He felt the Hill Trail N. residents were paying more to compensate for some other project in the City. <br />Prew responded that individual streets are lumped together so to bid them collectively so everyone gains. <br />Everyone drives on all the roads in Lake Elmo --You just don't drive on your road. <br />Ken Isaccson, 8190 Hill Trail N., asked if he would be assessed for his recreational lot. Also, he has a <br />buildable lot across of the road. He has a concern on speeding. He has a bad erosion problem because the <br />resident living at 7851 50th Street has blocked the drainage. The ditch has been filled and water goes into <br />his boat launch. He asked the City Engineer and Maintenance Foreman look to see what can be done about <br />it and look at the activities of the property owner at 7851 50" Street <br />Allen Siedle, 7951 Hill Trail Court N., felt improving the street is premature and unwarranted. He is <br />particularly concerned on the issue of shoulders. Everyone has lawns to the street, and he prefers to see it <br />rural. He should not be assessed because he lives on Hill Trail Court. The City should save money for a <br />survey until its needed rather than to satisfy curiosity. <br />Daniel Lindstrom, 7959 Hill Trail Court N., stated he couldn't believe the City would assess Hill Trail <br />Court N. Prew responded the Council determines if Hill Trail Court N. will be assessed when the Proposed <br />Assessment Hearing is called and the property owners will be notified. <br />Councilor DeLapp felt another issue needed to be addressed and that is why are we allowing Hill Trail <br />Court North to exist as a dirt road serving four residents when we have a paved road serving five residents? <br />Why wouldn't Hill Trail Court N. be the first part of the project? <br />(7) 33`d Street and Laverne Avenue N <br />These streets are in poor condition. Because these streets are on the City's Municipal State -Aid Street <br />system, Prew is recommending that a 1 %z-inch of bituminous level mix and wear course be performed to <br />delay the need for a total reconstruction. This project is not proposed to be assessed. Funding will come <br />from the City's MSA Maintenance account. <br />(8) Fire Station and Parks Department's Lot <br />The fire station parking lot is in poor condition, as is the parks department's. At the Fire Station, it is <br />proposed to cold mill and salvage the existing bituminous and base in the parking lot. The parking lot <br />would then be subcut and 9-inches of gravel base constructed. 1 '/2-inches of bituminous base and wear <br />courses would be constructed. Striping of the lot would then be done. At the parks building, the front <br />parking lot and the west driveway would be overlaid with 1 %a -inches of bituminous striping of the lot <br />would then be done. The project is not proposed to be assessed. Funds would come from each <br />department's budget. <br />When Mayor John asked if paving the parking lots would be under the Moratorium for the Village Study <br />Area, Prew felt the Ordinance specifically allowed paving of parking lots. If need be, he could wait until <br />August when the Moratorium is scheduled to be lifted. <br />M/S/P Hunt/DeLapp -- to approve the 1998 Overlay project with the option of the Hill Trail portion of the <br />project be bid as an additional alternate and to direct the City Engineer to visit with the residents (Dean, <br />Isaccson, Purrington) with drainage problems. (Motion passed 4-0). <br />Tom Prew requested approval of plans and specifications and order the advertisement for bids for the <br />combined 30d' Street Reconstruction, 1998 Overlay Project and the Janero Avenue Improvements.
