Mayor John called the Council meeting to order at 7:00 p.m. in the Council chambers. PRESENT: Hunt, <br />John, Johnston, DeLapp, City Attorney Filla, City Engineer Prew, and Administrator Kueffner. ABSENT: <br />Councilor Dunn <br />1. AGENDA <br />M/S/P Johnston/Hunt — to approve the June 2, 1998 City Council agenda, as amended. (Motion passed 4- <br />0). <br />2. MINUTES: May 19, 1998 <br />M/S/P Johnston/DeLapp — to approve the May 19, 1998 City Council Minutes, as amended. (Motion <br />passed 3-0-1:Abstain:Hunt) <br />3. CLAIMS <br />M/S/P Johnston/Hunt — to approve the June 2, 1998 Claims, as presented. (Motion passed 4-0). <br />4. PUBLIC INOUIRIESANFORMATIONAL: <br />A. Public Inquiries -None <br />B. Olson Lake Trail: Letter from Washington County regarding speed limits and safety concerns — <br />NO ACTION <br />The City received a letter from Donald Wisniewski, Director of Public Works, Washington County, in <br />response to Mayor John's letter regarding speed and safety concerns on Olson Lake Trail. They share the <br />City's objective for providing a safe roadway and will start a study to address issues raised by the City in <br />the fall, 1998. <br />C. Resurfacing of Lake Elmo Avenue (Update) — Washington County Public Works will contact the <br />residents of a public informational meeting to address concerns and interests on resurfacing Lake <br />Elmo Avenue. Do they want a separated bike path that has been talked about? <br />D. Report on cost and income of Clean -Up Days — (ADD TO NEXT COUNCIL AGENDA) <br />5. CONSENT AGENDA <br />A. Sunday Liquor License: Jon Place/Lake Elmo Banquet Hall <br />Jon Place, owner of the Lake Elmo Banquet Hall, has requested a Sunday Liquor License and has <br />submitted the necessary paper work and insurance information. <br />M/S/P Hunt/Johnston — to approve a Sunday Liquor License for Jon Place, Lake Elmo Banquet Hall. <br />(Motion passed 4-0). <br />B. Recycling Grant Agreement with Washington County <br />Th City annually enters into an agreement with Washington County for a recycling grant. The benefit <br />received by the City for this joint powers agreement is an additional 50 cents per household. <br />M/S/P Hunt/Johnston — to approve the recycling Grant Agreement with Washington County for 1998. <br />(Motion passed 4-0). <br />6. CITY ENGINEER'S REPORT: <br />A, Cost Participation Agreement for Light at Highway 5 and Manning Avenue <br />The Council received a copy of the Cost Participation Agreement for a Signal Light at TH5 and CSAH14 <br />from Michael Schadegg, Metro Division Signal Design Engineer.
