M/S/P DeLapp/Johnston — to approve Resolution No. 98-34, entering into an agreement with the State of <br />Minnesota, Department of Transportation to install a new traffic control signal with street lights, <br />emergency vehicle pre-emption and signing on TH5 (Stillwater Boulevard N.) at County State Aid <br />Highway No. 14 (Manning Avenue North) in accordance with the terms and conditions set forth and <br />contained in Agreement No. 77491. (Motion passed 4-0). <br />B. Bids Results for 30'" Street Reconstruction, Janero Construction and 1998 Overlays <br />In his memo dated June 1, 1998, Tom Prew reported results of bids that were received on May 29, 1998 for <br />the 1998 Street Improvements. Tower Asphalt was the low bidder with a bid of $855,933.10. Prew did not <br />ask the Council to accept the bids at this meeting because there are issues related to the proposed <br />assessments that must be resolved. <br />Norm Purrington submitted a petition from residents of Hill Trail N. opposed to the project being done. <br />The Council was asked to go out and look at the condition of Hill Trail N. Councilor Hunt stated if he <br />lived on Hill Trail N. he would want the street project done. Mayor John found a lot of alligator cracking <br />and wear. He recognized the concerns of residents that landscaped right up to the edge of the road. Tom <br />Prew responded that the boulevard landscaping does not affect the overlay and would work around this. <br />Councilor Johnston asked what is the status of the survey? Prew responded he has not completed the road <br />survey. If the survey showed right-of-way on private property, he would not change the location of the <br />road. Councilor DeLapp found large patches of severe alligator cracking and one resident had his driveway <br />wash out. The Council suggested having a public meeting with the Hill Trail N. residents to address their <br />concerns. Administrator Kueffner stated in the 1998 Comprehensive Plan the Surface Water Management <br />Plan has to be completed, and this plan may address some of the drainage concerns in this area. <br />M/S/P Hunt/DeLapp — to direct the staff to postpone the overlay of Hill Trail N. and direct the staff to send <br />a letter to residents on Hill Trail N. informing them of this decision, but also informing them that the <br />Council felt their road is a candidate for overlay this year or in 1999 in comparison with other roads that we <br />have overlaid within the City, but that we wish to delay the overlay to get a better feeling for the water <br />problems and any other areas of concerns in that area that would potentially be addressed at the same time <br />the overlay is done. The residents will be notified of a public meeting concerning this project at a later <br />date. (Motion passed 4-0). <br />Tom Prew indicated he would hold an informational meeting to discuss the project costs with the Janero <br />Avenue residents on Tuesday, June 9th at City Hall. <br />UNFINISHED BUSINESS:Has the DNR corrected the flood plain elevations changed after the 509 (1007) <br />Project was completed. <br />7. MAINTENANCE/PARKSBUILDING: <br />A. MnDOT/Lake Elmo Landscape Agreement for Highway 5 <br />The City received a proposed agreement between the Minnesota Department of Transportation and the <br />City. This agreement provides for payment to the City of the State's share of the landscape materials <br />acquisition by the City for use along TH5 within the corporate City limits, in accordance with the State's <br />"Community Roadside Enhancement Partnership Program." <br />M/S/P DeLapp/Johnston — to adopt Resolution No. 98-35 approving landscape partnership agreement <br />number 77509 between the Minnesota Department of Transportation and the City to provide landscape <br />along TH5 within the corporate City limits.. (Motion passed 4-0). <br />B. Discussion of Building Programs <br />Councilor Hunt reported at the MAC meeting there was discussion on the maintenance facility, requirement <br />of the Fire Department while they share the maintenance facility, potential future requirements of the Fire <br />Dept..
