Acting Mayor Lee Hunt called the Council meeting to order at 7 p.m. in the Council Chambers. <br />PRESENT: Hunt, Dunn, Johnston, DeLapp, City Attorney Filla, City Engineer Prew, City Planner <br />Dillerud, Building Official Jim McNamara and City Administrator Kueffner. ABSENT: Mayor John <br />1. AGENDA <br />M/S/P DeLapp/Dunn β to approve the August 4, 1998 City Council agenda, as amended (moved 8A Zintl <br />OF Concept Plan to 8H). (Motion passed 4-0). <br />2. MINUTES: July 21, 1998 <br />M/S/P Johnston/Dunn βto approve the July 21, 1998 City Council minutes, as presented. (Motion passed <br />4-0). <br />3. CLAIMS <br />M/S/P Johnston/DeLapp β to approve the August 4, 1998 Claims, as presented. (Motion passed 4-0). <br />4. PUBLIC INOUIRIESANFORMATIONAL: <br />In regard to the Zind Op Concept Plan, Rebecca Tenpas, 11330 50" Street N., stated she was unhappy with <br />the density in OP, not being able to speak publicly on the proposed plan, and offered to work with the City <br />in refining the OP Ordinance. It was pointed out to Ms. Tenpas that anyone who wished to speak at the <br />public hearing on this request was given that opportunity. The Council has just received a memo from the <br />City Planner with ideas for recodification of the OP Zoning Ordinance. The Planning Commission has the <br />OP ordinance on its work plan. The Council noted there was a vacancy on the Planning Commission. <br />Councilor Hunt extended an invitation to any staff, City consultants, Fire Dept, Washington County <br />Deputies to help the City defend the City's HuffN Puff softball championship in the Lake Elmo City vs. <br />Lake Elmo Businesses game, scheduled for Saturday, 4 p.m. at Lions Park. <br />6. MAINTENANCE/PARKS/FIRE/BUILDING: <br />Kes Tautvydas, Parks Commission Chair, reported that the trail system in Stonegate was discussed at the <br />July Parks Commission meeting. The developer has not completed the trails in Phase II. At the September <br />16, 1997 meeting, the Council asked the developer to abide by the original developer's agreement that was <br />to pay $17,000 and develop the trail grading of Phase II. The Parks Commission did not support the taking <br />the land and water donation. Discussion on Stonegate Trails will be placed on the next Council agenda, if <br />the Administrator can have the background information ready. <br />7. CITY ENGINEER'S REPORT: <br />A. Escrow Reduction:Prairie Hamlet (West of Keats Avenue and South of Highway 36) <br />The City Council received a memo from the City Engineer requesting, on behalf of Robert White, a <br />reduction of escrow for the Prairie Hamlet Open Space Development. Tom Prew inspected the site and <br />recommended the City reduce the required escrow on Prairie Hamlet to $216,300.00 for the trees that have <br />been installed. <br />M/S/P Johnston/DeLapp β to reduce the escrow account for Prairie Hamlet from $236,512.50 to <br />$216,300.00, based on a favorable recommendation from the City Engineer. (Motion passed 4-0). <br />8. PLANNING, LAND USE & ZONING: <br />A. File 98-23:Bealka Minor Subdivision & Variance, Bradley Bealka & Diana Mundinger, Joseph F. <br />& Charlott Mods, applicants, 9757 45 s Street North <br />Planner Dillerud reported that at its July 27, 1998 meeting, the Planning Commission adopted a <br />recommendation for approval of this minor subdivision to concurrently detach a 1.25 acre parcel from an <br />existing parcel of 77 acres; and consolidate the 1.25 acres with an existing platted parcel of 1.25 acres.
