B. Placement of garage closer to front propertyline than main structure:
Kevin Sheridan, 8600 DeMontreville Trail
Mrs. Kevin Sheridan explained she wanted to construct a 24' x 30' garage on an existing slab at 8600
DeMontreville Trail North. The garage, which was built in 1961, was damaged during the June 25th storm
that knocked a large cotton wood tree upon the garage. According to Section 303.13 Solid. 3.I., No
detached garages or other accessory buildings in residential districts shall be located nearer the front lot line
than the principal building of the lot except in AG, RR and R-1 districts where detached garages may be
permitted nearer the front lot line than the principal building by resolution and written approval by adjacent
property owners to be submitted to the Zoning Administrator. The garage will meet all required setbacks in
the R-1 zoning district.
Letters from the adjacent property owners, Dennis Pechacek, 8570 DeMontreville Trail and Mary
Laudenback, 8620 DeMontreville Trail, have been received indicating no objection to a replacement of
garage being constructed on the existing pad.
M/S/P Hunt/Dunn — to adopt Resolution No. 98-50, approving the placement of a 24' x 30' accessory
structure nearer the front lot line than the principal building for Steven Sheridan at 8600 DeMontreville
Trail N. based upon there are no issues of city-wide importance, approval of adjacent property owners, and
the proposed garage will be built on the existing slab. (Motion passed 4-0)
9. CITY ATTORNEY'S REPORT: None
10. UNFINISHED BUSINESS:
ADD: M. Speeds on Highway 36
C. Setup workshop with Tautges, Redpath within the next two weeks
11. CITY COUNCIL REPORTS:
Councilor DeLapp has talked to Richard Elasky, Director of Program Delivery, regarding the City's
concern for bicycle/pedestrian safety at the Highway 5 and Manning Intersection. It appears there is not an
adequate bicycle section on the southern portion of this segment of the road, particularly the turn lanes.
This concern was brought up to Washington County Public Works Dept. when the plans were presented to
the City. Consideration was given for bicycle traffic on the northern portion of the road.
M/S/P DeLapp/Hunt — to direct the staff to write a letter to Richard Elasky and to names submitted by
Councilor DeLapp asking them to analyze the need to add 3-5' section adequate for a bicycle/pedestrian
path on the southern portion of this segment of the road, especially in the turn lanes at the intersection of
Highway 5 and Manning Avenue. (Motion passed 4-0),
Councilor Hunt will try to get the Building Facility group together in the next two weeks to discuss City
Hall expansion for next summer. Administrator Kueffner will pursue a grant for the proposed expansion.
Councilor Hunt received a request from Carol Banister, Human Rights Commission Member, to attend a
conference at the Regal Minneapolis Hotel. He asked the Council to approve the $79 reservation even
though the HRC does not have a separate budget. The Council approved the request, and the City will
send out the check if Ms. Banister fills out the application.
12. CITY ADMINISTRATOR'S REPORT: None
The Council adjourned the meeting at 8:05 p.m.
-- ---------------
Respectfully submitted by Sharon Lumby, Deputy Clerk
Resolution No. 98-50 Approval of placement of accessory structure nearer the front lot line than the
principal building, Steven Sheridan, 8600 DeMontreville Trail N.
LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 1, 1998 4
