M/S/P Johnston/Dunn — to aL of Resolution No. 98-59 adopting the fin". assessment for the 30`h <br />Street MSA Reconstruction project. <br />(Motion Passed 3-0). <br />7.B Public Hearing: Assessments/1998 Overlays; Jane Court, Jamely Avenue, 10`h Street Lane, <br />Stillwater Lane, 33'd Street Lane. <br />City Engineer Prew said the final cost of the project was estimated at $108,000.00 and the total amount <br />assessed to abutting or benefiting property owners is $63,195.00. <br />Mayor Hunt opened the Public Hearing for comments at 8:05 p.m. <br />Terry Needham <br />2970 Jamely Avenue North <br />Mr. Needham said he thought the notification of residents by the City staff was handled poorly. He said <br />he had tried to contact City staff on 5 occasions and had not gotten any answers to his questions. He said <br />the work in front of his residence was sub -standard and there were sinkholes in the street surface caused <br />by the weight of the garbage truck. <br />Robin Siedow <br />3004 Jamely Avenue North <br />Said that she felt the assessments should be taken completely out of the general fund.. <br />Ben Mien <br />2940 Jamely Avenue North <br />Mr. Klein said the City council took it upon themselves to improve the road years ago and now the City <br />had to resurface it again. He said he feels these improvements should be paid for by all taxpayers <br />because the residents ofdamely did not want the improvement in the first place. He said the shoulders <br />are too narrow. <br />Chuck Priefev <br />2935 Jamely Avenue North <br />Mr. Priefev said he felt the people at the end of the block on 28`h Street should be assessed for apart of <br />this project and he feels the entire City should be paying for these projects, not just the people on .lamely. <br />William Howard <br />2959 Jamely Avenue North <br />Mr. Howard said he was at the P.H. representing Roberta Wicklander, who is a resident on lamely and is <br />75 years old and it will be d ficult for her to pay this assessment. He also said he felt the residents on 28'h <br />street should pay a portion of this assessment, because they use the street, too. <br />Heather and Dana Jerdee <br />3014 Jamely Avenue North <br />Both said they felt the residents on 28"' Street should be paying for a portion of this assessment because <br />they use the street. <br />Deb Grobner <br />10867 33'd Street North <br />Ms. Grobner said she had been assessed for improvements on 32"1 Street a few years ago and wanted to <br />know why she had to pay again for the .lamely project. <br />City Engineer Prew said the contractor warrantees their work for a year after completion and <br />the City holds 5% of the contract amount. He also said residents have until November 20, 1998 to pay the <br />assessment, after that, if they have not paid, the assessment will be added to their tax statement with an <br />additional interest rate of 6-8%, over five years, but they have the option to pay off at anytime. <br />City of Lake Elmo Council Meeting Tuesday, October 20, 1998 page 4 <br />
