Mayor Hunt called the Council meeting to order at 7:00 p.m, in the Council chambers. PRESENT: <br />Siedow, Dunn, Hunt, Armstrong, DeLapp, City Planner Dillerud, City Attorney Filla, City Engineer Prew <br />and City Administrator Kuef her. <br />City Administrator Mary Kueffner administered the OATH OF OFFICE to Mayor Lee Hunt and Council <br />Members, Rosemary Armstrong, Steve DeLapp and Chuck Siedow. <br />1. AGENDA <br />M/S/P Dunn/Armstrong — to approve the January 5, 1999 City Council Agenda, as amended. (Motion <br />passed 5-0). <br />2. MINUTES: December 1, 1998 <br />M/S/P DeLapp/Armstrong — to approve the December 1, 1998 City Council minutes, as amended. (Motion <br />passed 3-0-2 Abstain:Dunn, Siedow). <br />MINUTES: December 8, 1998 Budget Workshop <br />M/S/P Dunn/Armstrong — to approve the December 8, 1998 Budget Workshop minutes, as presented. <br />(Motion passed 3-0-2 Abstain: DeLapp, Siedow). <br />Council members Dunn and Armstrong questioned the justification for payment of annual dues for Metro <br />East Development ($500) and Stillwater Area Chamber ($575) and thought the money could be better <br />utilized elsewhere. <br />M/S/P Armstrong/Dunn — to delete claims for Metro East Development ($500) and Stillwater Area <br />Chamber ($575) as presented in the January 5, 1999 claims. (Motion passed 4-1:Hunt: The Lake Elmo <br />Business Association is part of the Stillwater Chamber). <br />Council member Dorm asked who pays for Claim $1,897.50 for the Tax Abatement Financing, Best & <br />Flannagan, LLP. Planner Dillerud explained that the cost would come out of the 1998 Planning Budget, <br />but if the City goes ahead with the tax abatement program, the City will be reimbursed for administrative <br />expenses. <br />M/S/P DeLapp/Armstrong —to approve the January 5, 1999 Claims, as amended. (Motion passed 5-0). <br />4. PUBLIC INOUIRIES/INFORMATIONAL: <br />A. Public Inquiries <br />Chuck Stickler, 5261 Hilltop Avenue N., presented information on Cats and Wildlife — A Conservation <br />Dilemma. He asked that the Council consider adopting a Cat Ordinance. The cats running in his yard are <br />not wild cats, but owned by homeowners. He suggested cat owners be required to abide by a leash law like <br />dog owners. He cannot have a sandbox or a bird feeder in his back yard without being bothered by cats. <br />Staff will look into a draft ordinance and contact Mike Smith, A.C.O. regarding enforceability. Councilor <br />DeLapp suggested the Environmental Commission look into this. <br />B. JamleyAvenue —Terry Needham <br />Terry Needham commented on the quality of work done on the reconstruction of Jamley Avenue. It was <br />his opinion that it was a poor quality job. He also said there is a 3" drop from the side of the road where he <br />saw a school bus slide off, and there are three driveways with pending caused by reconstruction of the road. <br />Mayor Hunt explained that he, City Engineer, Tom Prow, and Maintenance Foreman, Dan Olinger did go <br />out and inspects the road and found that the blending was not done well and some of the mailboxes are set <br />too far back causing the mail vehicles to pull off road. Tom Prew responded that most of Tower Asphalt's <br />work is good, but disappointed in response time from Tower.
