Public Event on January 20, 1999 <br />Administrator Kueffner reported that Sesame Street's Elmo would be visiting City Hall on January 20, <br />1999 at 1:30 p.m. <br />5. ORGANIZATIONAL: <br />A. Election of Acting Mayor <br />The Council must select an Acting Mayor to act on the City's behalf if Mayor Hunt is unable to attend a <br />meeting, or sign a document, attend functions on behalf of the City. <br />M/S/P DeLapp/Armstrong — to appoint Council Member Susan Dunn as Acting Mayor for 1999. (Motion <br />passed 5-0). <br />B. Designation of Legal Newspaper <br />Staff recommended that the City continue with the Stillwater Gazette because it publishes on a daily basis, <br />even though we try to get as many notices in the `Extra" edition as possible. The Gazette also provides a <br />free monthly Newsletter page. <br />M/S/P Armstrong/DeLapp — to designate the Stillwater Gazette as the City's legal newspaper for 1999. <br />(Motion passed 5-0). <br />C. Designation of Official Depositories <br />Finance Director Banister indicated these depositories have provided good service to the City and <br />recommended that the Council designate these same depositories for 1999. <br />M/S/P DeLapp/Dunn — to appoint Lake Elmo Bank, Royal Alliance Association, Inc. (Franklin Fund), <br />Paine Webber, Prudential Securities, Merrill Lynch, Minnesota Municipal Money Market Funds (4M <br />Fund), and Smith Barney as the City's official depositories for 1999. (Motion passed 5-0). <br />D. Resolutions authorizing signatures for payment of funds from Lake Elmo Bank <br />This resolution gives the necessary authority to the Mayor, City Administrator and/or Finance Director to <br />sign checks drawn on the Lake Elmo Bank. <br />M/S/P DeLapp/Dunn—to adopt Resolution No. 99-1 designating official City depository and authorizing <br />signatures for payment of funds from Lake Elmo Bank. (Motion passed 5-0). <br />E. Appointment of City Engineer <br />F. Appointment of City Attorney <br />G. Appointment of Financial Advisor and Auditing Firm <br />Administrator Kueffner recommended that the Council reappoint Tom Prow, TKDA, as City Engineer; <br />Jerry Filla, Peterson, Fram, Bergman as City Attorney; Financial Advisor, Springsted Company; Tautges, <br />Redpath as the auditing firm for a period of six months.
