Mayor Hunt stated he intended to continue <br />working with the MAC and the Fire Dept. <br />M/S/P DeLapp/Armstrong — to not take any action on appointing Council liaisons to specific city <br />committees and commissions, and direct the staff to provide monthly calendars of scheduled meetings for <br />the Council to decide which meetings they would like to attend. This process will be reviewed after six <br />months to see if it works. (Motion passed 5-0). <br />6. MAINTENANCE/PARKS/FIREBUILDING: <br />A. Sunfish Lake Park Trail Grooming Contract with Washington County <br />The Council received a copy of the proposed contract for grooming Sunfish Park for cross-country skiing <br />for 1999. Funds to cover this cost are obtained by the City through a DNR grant. Attorney Filla had <br />reviewed the contract and had no concerns. <br />M/S/P Dunn/Siedow - to approve the 1999 Ski Trail Grooming Contract with Washington County, and <br />direct the Mayor and City Administrator to sign said agreement. (Motion passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. South Washington Watershed Rules <br />City Engineer Prew had reviewed the South Washington Watershed Rules and updated the Council on the <br />rules making process and the current status of the watershed districts plan to pond water north of I-94. The <br />Council asked the City Engineer to monitor plans making sure the City is being protected. <br />B. SW WD Project Financing Plan, Set Meeting Date with Watershed Managers <br />The Council received a letter from the South Washington Watershed District's Board of Managers, along <br />with a copy of the District's Financing Policies. Administrator Kueffner reported the Board would like to <br />meet with the Council in a workshop setting to discuss these financing policies. <br />M/S/P Dunn/Armstrong - to direct the City Administrator to obtain several potential dates (preferably off. <br />Tuesday Council meeting) for a meeting with the SW WD Board. (Motion passed 5-0). <br />8. PLANNING, LAND USE & ZONING: <br />A. Escrow Reduction — Hamlet on Sunfish Lake <br />On November 17, 1998, the Council deferred action on a required reduction in the security held by the City <br />for this project. The Council directed the staff to determine to what extent the developer; builders or others <br />may have violated terms of the Homeowners Declaration regarding tree removal along the bluff about <br />Sunfish Lake. <br />City Planner Dillerud reported that he reviewed the tree removal with the developer and the homeowner. A <br />new tree will be planted where one was removed. Based on the finding of minimal violation of the <br />Preservation Easement restriction, Dillerud recommended reduction of the Letter of Credit to $45,750. <br />Councilor DeLapp, brought up a concern by a neighbor on dumping water onto his land from this <br />development. The City Planner responded that this problem is related to an erosion control measure that <br />was being breached. The City will be drafting an erosion control monitoring policy to try to prevent this <br />issue from happening. <br />M/S/P Armstrong/DeLapp - to authorize reduction of the Community National Bank Letter of Credit on <br />Hamlet on Sunfish Lake to $45,750 based on the City Engineers certification of completed work.
