12. CITY ADMINISTRATOR'S REPORT: <br />A. Contract with Colle, McVey for Public Relations Support for Consolidation <br />B. Draft Plan for Merger Implementation for Lake Elmo/Baytown Township <br />Mayor Hunt called the meeting to order at 7:00 p.m. in the Council Chambers. PRESENT: Siedow, Dunn, <br />Hunt, Armstrong, DeLapp, City Attorney Filla, City Planner Dillerud, City Engineer Prow, Building <br />Official Jim McNamara and Administrator Kueffner. <br />1. AGENDA <br />M/S/P Dunn/Siedow — to approve the February 2, 1999 City Council agenda, as amended. (Motion passed <br />5-0). <br />2. MINUTES: January 19, 1999 <br />M/S/P Armstrong/Siedow — to approve the January 19, 1999 City Council minutes, as amended. (Motion <br />passed 5-0). <br />3. CLAIMS <br />M/S/P Dunn/Siedow — to approve the February 2, 1999 Claims, as presented (Motion passed 5-0). <br />4. PUBLIC INQUIRIES/INFORMATIONAL: <br />A. Public Inquiries <br />Colette Jurek introduced herself to the Council as the new Community Service Manager for Northern States <br />Power Company. I- <br />B. Discussion and direction for "Lake Elmo Diary", Channel�,1.6 Program: Mayor Hunt <br />Since Mayor Wyn John had resigned, there has been no Lake Elmo Diary..Mayor Hunt suggested that the <br />Lake Ehno Diary be a monthly, community -based show, prepared by volunteers, and hosted by a non- <br />elected official. He will ask for volunteers to collect information -and:help.pull a program together. The <br />Council supported the Lake Elmo Diary as an official vehicle to.get information out to our residents and <br />thought it important to keep a revitalized program going and made the following motion. <br />M/S/P Dunn/DeLapp — to direct staff to add discussion on support of Lake Elmo Diary to the :Work List, <br />and when appropriate, come back in 2 to 3 months. (Motion passed 5-0): <br />5. CONSENT AGENDA: None <br />6. MAINTENANCE/PARKS/FIRE/BUILDING: <br />A. Request for Replacement Dump Truck <br />At its February I meeting, the Maintenance Advisory Committee reviewed the request from the <br />Maintenance Dept. for the purchase of a new truck to replace the 1990 unit. The MAC made a motion to <br />recommend the purchase of a 1990 L8880 Ford (Sterling) chassis from Boyer Trucks and Dump body with <br />plows from J-Craft at a total cost of $93,948.80 as per the specifications on the state contract based on the <br />following findings: <br />1. The existing unit had been originally on the CIP for replacement in 7 years (1997). It had been twice <br />pushed out an additional year. A new unit cannot be delivered until mid 2000 making the old unit a <br />full 10 years. <br />2. The existing unit is in need of major repairs, including rust, a bent sub -frame and damaged wing <br />adapter. The right front spring has been replaced, but does not carry the weight of the wing correctly. <br />3. Anew unit cannot be delivered until the year 2000, so this will be out of the year 2000 budget, not the <br />1999 budget. <br />LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 2, 1999 2 <br />
