10. CITY COUNCIL REPORTS: <br />Mayor Hunt attended a Mahtomedi School District meeting where they asked for a contribution of $500 for <br />study of Recreational Facilities conducted by an outside firm <br />The Council wished to continue their standing policy not participating in contributions. <br />Mayor Hunt and Council member Siedow attended the newly elected officials' conference. There are <br />issues on meeting the open meeting law regarding e-mail and need a policy for e-mail usage to insure <br />compliance with the open meeting law. <br />M/S/P Dunn/DeLapp β€” to request the City Attorney draft a policy on e-mail usage to be completed before <br />formal e-mail usage. (Motion passed 5-0). <br />Mayor Hunt suggested twice a year, the Mayor and/or Council member meet with representatives of the <br />Homeowners Assoc. to go over City's work plan for the year. He will gather information and bring back a <br />formal write up. <br />Mayor Hunt will work with the appropriate department heads to set up a cul-de-sac workshop with Dan <br />Olinger, Fire Dept, staff, and Council to look at problem areas with cul-de-sacs, and the equipment needed <br />to maintain them. Council DeLapp asked that curbs and ditches also be discussed. <br />Council Member Armstrong asked the Council to look at the OP modifications that the Planning <br />Commission had drafted. <br />M/S/P Armstrong/Dunn β€” to bring the modifications to OP Standards as suggested by the Planning <br />Commission, Attorney Filla, and Councilor DeLapp and get input from the City Planner and Attorney. <br />(Motion passed 5-0). <br />11. UNFINISHED BUSINESS: <br />12, CITY ADMINISTRATOR'S REPORT: <br />A. Contract with Colle, McVey for Public Relations Support for Consolidation <br />M/S/P DeLapp/Dunn β€”to direct the staff to invite Colle McVey to explain the proposal and answer <br />questions furnished by Attorney Filla in his letter dated January 28"' and answer questions submitted by <br />Baytown Board, Lake Elmo Staff or Steering Committee to the next meeting concerning the contract. <br />(Motion passed 5-0). <br />B. Plan for the Cooperation and Consolidation of Baytown and Lake Elmo <br />The Council had received a plan for the cooperation and consolidation of the Town of Baytown and the <br />City of Lake Elmo. Administrator Kueffner provided, for Council approval, a resolution adopting this plan. <br />M/S/P DeLapp/Dunn β€” to adopt Resolution 99-15, A Resolution adopting a plan for the cooperation and <br />consolidation of the Town of Baytown and the City of Lake Elmo. (Motion passed 5-0). <br />Administrator Kueffner reported at its February I" meeting, Baytown adopted the Resolution adopting the <br />plan for the consolidation of Baytown and Lake Elmo. <br />She further stated that Peter and Marilyn Miller, Miller Excavating, and 43 Baytown residents signed a <br />petition asking the Bayport City Council to consider annexing a section of Baytown Township east of <br />Osgood Avenue. At the February 1't meeting, new language was added to the Plan under Future Land Use <br />which would read, "Owners of property east of Osgood Avenue N. as it extends in a line from the OPH <br />boundary on the north, West Lakeland boundary on the south, will continue to have the option of exploring <br />detachment and annexation to the City of Bayport." Administrator Kueffner stated she did not know why <br />the other 43 property owners, who don't do mining, wanted to go to Bayport.
