The Balance (North two-thirds) RAD (Rural Agricultural Development). <br />M/S/ Armstrong/Hunt - to adopt Resolution No. 99-14, approving an amendment to the Lake Elmo <br />Comprehensive Plan establishing Land Use classifications within the Northeast Annexed Area, subject to <br />Metropolitan Council review. <br />M/S/F DeLapp/Siedow — to amend the motion that the land shown AG be guided RAD because it is not <br />consistent with the surrounding property. (Motion Failed 2-3:Hunt, Armstrong, Dunn). <br />Planner Dillerud stated Met Council could withhold authorization for the City to put the comprehensive <br />plan into effect it if is not consistent with the Regional Blueprint. <br />M/S/P Armstrong/Hunt — to adopt Resolution No. 99-14, approving an amendment to the Lake Elmo <br />Comprehensive Plan establishing Land Use classifications within the Northeast Annexed Area, subject to <br />the Metropolitan Council review. (Motion passed 5-0). <br />Planner Dillerud stated Met Council could withhold review of comprehensive plan if not consistent with <br />Regional Blueprint. <br />H. Planning Commission 1999 Work Plan <br />Planner Dillerud reported at its January 25"' meeting, the Planning Commission recommended a Planning <br />Commission Work Pan for 1999. The Work Plan concentrates on completion of the Comprehensive Plan <br />update, with several plan element and zoning ordinance related issues/Council implementation/enforcement <br />project to follow. The Commission will also be compiling and reviewing the annual portion of the 5 Year <br />Capital Improvement Program on a schedule to coincide with the City Year 2000 budgeting calendar. <br />M/S/P DeLapp/Damn - to accept the Planning Commission 1999 Work Plan and waiving the 1999 annual <br />meeting with the Planning Commission regarding the Work Plan; subject to review when consolidation <br />with Baytown Township. (Motion passed 5-0). <br />M/S/P DeLapp/Armstrong — to amend the agenda to discuss traffic lights on. Inwood Avenue. (Motion <br />passed 5-0). <br />I. Discussion on traffic lights on Inwood Avenue <br />Council Member DeLapp read in the Guardian Angles Church newspaper that a letter was sent to the MN <br />State Traffic Engineer because of the many traffic hazards surrounding the Guardian Angels Church <br />complex. In the letter, the church administrator states the major problem area is at the corner of 4`1 Street <br />and CSH13/Inwood Avenue. There are no lights to control traffic, the corner is pitch black at night; there <br />are no right hand turn lanes to get traffic onto CSAH13 faster. Heard about lights in the Guardian Angels <br />Church newsletter and would like them to come in and share plans with us. This letter was sent to <br />Washington County and Brent Brommer, Oakdale Community Development Director, but not to Lake <br />Elmo. <br />M/S/P DeLapp/Dunn — to direct the staff to send a letter to MnDOT and ask for information on possible <br />traffic signalization for 0 Street and CSAH13/lnwood Avenue and their long term plans from I-94 to 10"' <br />Street.
