Does a Church, in setting up a Day Care Center which <br />may be needed for the community, act as a business by charging for <br />attendance, or is it a charitable pursuit by being free to all comers? <br />Should the site occupied by a proposed church - one Church wishing <br />to relocate to Lake Elmo has bought a 108 acre tract - be permitted to <br />develop in as grand a manner as to be similar in impact to a K-Mart <br />or Menard's? Sites designated for Church construction cannot be in <br />favor of one religious group. If a Mosque were to be erected in Lake <br />Elmo - complete with minarets and loudspeakers to summon the <br />faithful to prayer, at dawn and other times of day,- would the noise <br />ordinance have to be repealed to meet their special needs? Does a <br />Church, in advertising its presence, claim a greater right to signage, <br />lighting, bell towers and the like, than their business counterparts? <br />It is with consideration of the potential affects on all aspects of City <br />life that the Council tries to establish its ordinances to be reasonable <br />to ALL its citizens. The churches have decided to mount an all out <br />attack on the Ordinance, because it affects their own long term <br />expansion plans, which include relocation from other communities <br />because they have outgrown what they have. Should Lake Elmo <br />provide these extensive facilities for non Lake Elmo residents? <br />Like businesses, churches sometimes fail. Their congregation can <br />move away, or another "ism" becomes more fashionable. Their <br />
