4. PUBLIC INOUIRIESANFORMATIONAL: <br />A. Public Inquiries — None <br />B. Dr. Kathleen Macy, Supt. of the Stillwater Area High School, indicated the district is <br />ready for new students (population grows 2% a year), would entertain considering changing school lines in <br />Lanes DeMontreville, which is divided between 622 and 834 through a house. Administration has talked <br />with staff and students about disasters, drills, and swift and significant consequences. <br />C. Resolution amending the Baytown/Lake Elmo Consolidation Plan adopted February 1, 1999, and <br />amended March 1, 1999 <br />Administrator Kueffner provided replacement pages 15, 16 and 17 for the Consolidation Plan showing <br />charts illustrating the difference in local taxes using a six year phase in for Baytown and Lake Elmo with a <br />base rate of 50% the first year and increasing ten percent per year until equal with Lake Elmo. The Final <br />amendment draft was adopted March 1, 1999 by the Town of Baytown. <br />M/S/P Dunn/Siedow — to adopt Resolution No, 99-29, A Resolution amending the Baytown/Lake Elmo <br />Consolidation Plan adopted February 1, 1999, and amended March 1, 1999. (Motion passed 5-0). <br />S. CONSENT AGENDA: <br />A. Parks Summer Help <br />Parks Supervisor Mike Bouthilet indicated his preference to rehire Bill Leary and Danny Olinger again this <br />summer for help in the parks. Both of them have experience in our parks, and there is a timesaving there <br />for not having to train. Council member Armstrong indicated her concern on shutting out other interested <br />people since the City did not advertise the position. <br />M/S/P Dunn/DeLapp — to hire Bill Leary and Danny Olinger as Summer Park Workers at the wage of <br />$7.00 per hour. (Motion passed 5-0). <br />6. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Adopting of 1997 Building Codes <br />Jim McNamara, Building Official, prepared changes in Section 500 and 505 of the Lake Elmo Municipal <br />Code, whereby the City is adopting the 1997 State Building Code. Planner Dillerud reported there has been <br />no fee increase for building permits for 3 years. <br />M/S/P Dunn/Siedow - to adopt Ordinance No. 9743 adopting the 1997 State Building Code and amending <br />certain Sections of 500 and 505 of the Lake Elmo Municipal Code, as recommended by the Building <br />Official. (Motion passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />8. PLANNING, LAND USE & ZONING: <br />A. Public Facility Ordinance: April 22 DRAFT <br />1. Discussion on concept of amending business zones to include PF uses as permitted. <br />M/S/P Hunt/Armstrong — to direct the Planning Commission to look at the current PF uses, as to which are <br />appropriate to be added, as permitted or CUP, in business districts. (Study and recommend to Council <br />concerning current PF uses appropriate in business districts, look for conditions needed to be added to <br />allow PF uses as permitted or by CUP.)
