Tim Mandel indicated the easements were put on only because of sewer coming in. <br />The Council made the following comments: <br />Council member Armstrong stated the City needs proof that the Augustine's have access to use their <br />property before she could approve the vacation. <br />Council member DeLapp asked the Council not to take action granting the vacation because there are too <br />many questions that the Planning Commission could address. <br />Council member Dunn was in favor of the vacation because she felt the Augustines and Johnson have <br />access off of Manning Avenue. <br />Council member Siedow indicated the City had to find a way to make sure Augustines have access. <br />Mayor Hunt would vote in favor of motion because the Augustine could develop with access off of <br />Manning Avenue by tearing down buildings if needed to build a road. <br />M/S/P DeLapp/Siedow - to postpone action and schedule agenda item under Unfinished Business for the <br />first Council meeting in June. (Motion passed 5-0.) <br />7. CITY ENGINEER'S REPORT: <br />A. Resolution Ordering Plans and Specs for Section 33 Water System Improvements <br />B. Review of Water Rate System Study <br />Tom Prew introduced Dick Sobiech and Kurt Johnson from TKDA and reviewed the Feasibility Report for <br />the well and reservoir in Section 33 and 34. On February 14, 1995, Lake Elmo and the City of Oakdale <br />entered into a joint agreement under which Lake Elmo would relinquish control of all land west of <br />CSAH13 and south of CSAH10 in exchange for permanent and temporary transfer of sewer allocation and <br />temporary water service to the southwest quarter of Section 33. In 1996, Lake Elmo expanded water <br />service from Oakdale to the southwest quarter of the Section 33. The abutting property owners were <br />assessed for the cost. Today the water system has a single medical office building connected to the system. <br />A new hotel, restaurant, and research building has been approved for this area. <br />M/S/P Dunn/DeLapp - to accept the feasibility report for Well and Reservoir in Section 33 and 34 <br />submitted by Tom Prew on November 16, 1999. (Motion passed 5-0). <br />There was discussion on why the City would want to depend on another city for water/sewer. Several <br />Council members thought the issues are totally unrelated between Section 33 and the backup well for the <br />Old Village. The Council asked the staff to find out if the City of Oakdale would give Lake Elmo a long <br />term commitment for water for the entire area and under what conditions. <br />M/S/P DeLapp/Dunn - to direct the staff to approach Oakdale if they would be interested in a long-term <br />commitment for water by December 71i Council meeting. (Motion passed 5-0.) <br />M/S/P DeLapp/Armstrong — postpone action until we hear back from staff. (Motion passed 5-0.) <br />M/S/P Armstrong/Siedow - to direct the City Engineer to put together a proposal for the water system over <br />the existing Business Park land. (Add cost per acre on, move over to the east along I-94 up based on the <br />City Engineer's prudent judgement). (Motion passed 5-0.) <br />9. CITY ATTORNEY'S REPORT: None <br />10. CITY COUNCIL REPORTS: <br />Mayor Hunt announced meeting on November 186, 5:30 p.m., St. Andrews Church in Malitomedi talking <br />about issues on high -risk behavior of youth. <br />Council member DeLapp met Malitomedi Mayor Yale Norwick at the grand opening of the new City Hall. <br />Council member Dunn attended the November I Ith Valley Branch Watershed meeting on the Stillwater <br />H.S. parking area and the Tana Ridge silt fence were discussed.
