be funded by a combination of developer escrows on hand; assessments to benefited property owners by <br />our existing street assessment policy; and State Aid Maintenance funds as they become available to the <br />City. <br />In a memo to the Council, Dan Olinger, Maintenance Supvr., recommended that the shoulders be paved as <br />well, at least two feet width on each side based on a financial benefit over time of doing shoulders now, <br />versus continuing maintenance by the City of gravel shoulders, as the project is now designed.. <br />A decision on which improvements option to follow was deferred until after the public hearing. <br />M/S/P DeLapp/Armstrong - to direct the staff to hold a workshop, possibly on a Saturday, before the <br />January 21, 2000 Council meeting on road way design, to include, but not limited to traffic calming, blvd. <br />Maintenance, design, width and any other issues brought forth. If needed, another workshop prior to <br />February 15 will be held. The Fire Dept., Maintenance Dept. will be notified of workshop. (Motion passed <br />4-0.) <br />M/S/P DeLapp/Armstrong - to adopt Resolution No. 99-88 accepting the Feasibility Report for 50"' Street <br />North Overlay fromCSAH17 to TH5 and setting January 18, 2000 for the public improvement hearing date <br />(Motion passed 4-0.) <br />8. PLANNING. LAND USE & ZONING <br />A. PUBLIC HEARING: Vacation of Drainage Easements Tamarack Farm Estates 2id Addition <br />The Council approved a replat of the remaining 4 townhome lots of Tamarack into single family detached <br />lots on August 17, 1999. The replat did not extinguish the drainage and utility easements that had <br />previously been platted along the former property lines. New easements were platted along the new SFD <br />property lines so it is necessary to vacate the old easements, located in the center of new lots as platted by <br />Tamarack Farm Estates 2"d Addition. <br />Mayor Hunt opened up the public hearing at 7:45 p.m <br />No one spoke for or against the vacation. <br />Mayor Hunt closed the public hearing at 7:46 p.m. <br />MSP Armstrong/DeLapp - to adopt Resolution no 99-89 vacating certain drainage and utility easements in <br />Tamarack Farms Estates 2"d Addition. (Motion passed 4-0.) <br />B. Springbom Request for 2-DAY Snowmobile Event <br />At the December 7, 1999 Council meeting, there were many issues raised from residents concerned with a <br />potential negative impact of their neighborhood from noise, traffic control, littering, parking, trespassing, <br />sanitary facilities, police protection and traffic control. The Council received a petition from residents <br />declaring their opposition to this event and letters of objection from Jeff and Kathy Hamme, Robert & <br />Marilyn Olson and Katherine Brown <br />The Council received a memo from Joseph Morales and Ron Cook, M.C. Promotions clarifying facts as <br />they related to his event. Mr. Morales responded to the many concerns that were raised by residents in the <br />area. <br />A letter was received from the Executive Director of the New Richmond, Wisconsin Chamber of <br />Commerce. Council member Siedow had talked to a fireman from New Richmond who thought the <br />snowcross was really well received and hated to see it moved.
